Elmer always looked like he was coming off a three-week bender, and he also spent the duration of every haircut talking about his most recent or upcoming trip to Vegas. I believe he also sported bolo ties on a regular basis. I then tried Mark's once in junior high, and I don't think I went anywhere else for the rest of my time in the Quad Cities. Eight bucks for a good, even haircut. I doubt it's still that cheap, but I'm sure the price is still right.
