For…read morethose who don't know, a 'friendly' is a hearing before a Superior Court judge to approve a settlement involving a minor child under the age of 18. Children are not legally competent to make such momentous decisions, and often their parents have secondary considerations beyond the best interest of their kids, and need the court to give its blessings. Cumberland County is in the heart of South Jersey, and in many ways feels more like South Carolina than Jersey. This isn't always a bad thing, and in this case the genteel, yet professional manner of the court, the civil clerk's office and the County Surrogate's Office, were a pleasure to deal with. The judge easily accepted that I was late due to bad traffic on 295. He just kept moving with the other cases on the docket. My adversary was actually later than me, so we had a nice joke about how far each of us had come. The clerk's office handled all the paperwork seamlessly, and even called me this morning with a question that was a help to me. The Surrogate opened the necessary accounts for the settlement funds, oversaw the other document signings, witnessing and notarizations, and never lost her smile. All this could have created issues in some more northerly courts where impatience with lawyers and litigants can get the better of the system, especially when the parties require a Cantonese translator so everything is perfectly understood. Here, it was just another day at the beach. Everyone was attentive, respectful and dignified. Wish I had more reasons to spend time down in Cumberland County. Sure is different than the scene farther north.

Upon arrival I was greeted by no less than 4 Courthouse security officers. Instructions for entering were clearly stated as I approached the metal detector/screening area. I breezed though the checkpoint and found the Jury Management room within a minute. The woman at the desk checked me in and pointed me in the direction of the free coffe and tea! Keurig coffee machines lined the countertop with a selection of coffee and tea suitable for most tastes. Way to go Cumberland County and kudos for a pleasurable Jury Selection experience! Hopefully I am selected for a trial, I could do this all summer!

She was…read morethere to contest a speeding ticket and we were both concerned that it would be this HUGE ordeal. It was raining, we were kinda running late. We arrived 5 mins before her appointment at 2:30pm, walked in, went through the metal detectors, everyone was friendly and greeted us, gave us directions to exactly where we needed to go... my friend spoke to a woman and told her the situation, she then spoke to a judge, signed a paper, paid her ticket and we were done. From the moment we walked in, handled the ticket, paid and walk back out... I would say it took no more than ten minutes... I would lean more towards eight minutes. Everyone was super friendly and the place was just about empty. It was appreciated.

The judge in courtroom A (white older guy with a blonde toupee) was fair, funny and allowed you to explain what happened. Both tickets ($122 each) for not signing my registration card and allegedly making an "illegal" U turn were dismissed. They said I owed $75 bucks from 2003?!?! Really? I was advised to write the administrative judge to get that thrown out. Oh, if you ever get pulled over by a very very nasty officer like I did, google their full name and district, you'll be surprise what comes up about them. Typically where there is smoke, there is fire!! Remember to do everything with a big SMILE, it irritates people and can turn a bad situation around!

My family…read moreand I were on a vacation to the Jersey Shore and made the mistake of parking in Cape May. We came into a lot at night, after dodging many bicyclers and walkers, feeling a little smug that we had found such a plum spot after searching for so long. We parked, thinking how nice it was to find a spot not in a parking meter area. It wasn't until the next morning, after driving the car 40 miles back to our motel, that we noticed the parking ticket under the windshield, saying we had a parking meter violation. We, thinking there must be some dire mistake, drove back down there to check out how we missed a meter. We entered the lot, and now in the daylight noticed a sign saying there was a parking meter box that served 8 or so cars down several spots from where we parked. Also, the only sign within our sight was partially covered by a tree branch, and it was positioned so that you had to walk behind it when exiting your car. Nice. I, of course, protested the ticket, only to be told that the judge "felt there was adequate signage". What?? It was absolutely not adequate, and I challenge this judge to come to an unknown area, dodge various walkers and bikers, come in the dark, and find a sign between cars, covered by branches, walk behind it and realize that he/she needs to put money in a meter 5 cars down from him. I will be wiser next time, but really, is Cape May County in such dire financial straits that they have to charge unwitting tourists that much for a mistake? Very ridiculous! But, as I said earlier, at least the girls at the City Hall were polite and helpful. :) Rant over.

    How the Mercer County Courthouse (civil) is rated depends on what side of the bar you find…read moreyourself. If you are a plaintiff seeking justice for a wrong done to you, you will likely find a fair level of compensation for pain and suffering or breach of contract, and feel some satisfaction with your experience in the building. However, as a defendant it is more likely you will dread what this institution has done to you. All matters of social interactions that go sideways can find themselves being evaluated and judged here, although those that cross the criminal line will be heard and disposed of at the criminal courthouse a few blocks away. The four story hall of justice was originally designed for both civil and criminal cases and although less than 20 years old, legal conflicts have risen so fast that not only a second new building was needed just for the bad boys, and a third (the currently being renovated old courthouse annex) for the county prosecutor staff. The taxpayers can't be happy about that. There aren't enough judges to hear the cases that don't settle, so the wait for your day in court is often years after the events that began the long course to an uncertain outcome. It is frustrating and unpleasant, yet it is the system chosen to resolve conflicts with confrontations minimized. Oh, and the elevators are as slow as the slog to justice.

Security guards at entrance with metal detectors and asked them what floor for guardianship and they had no idea. Went to 4 th floor for civil cases as told by a friend and the officers there had no idea either but we found it in my paperwork application and on yelp on my phone. Thank goodness at least they were nice about everything. I forgot two signatures and raced back a second time before closing time with doors locked upstairs and the lady at the guardianship office let me in. Thank goodness! Hope our application gets approved soon.
