    The aesthetics of the mall, and layout were the reasoning beyond the 4 star review. I was in town this past Saturday, and decided to take the short drive from Corning Museum of Glass, where I was picking something up. The stores open, I would have given probably a 3 star rating, as they had some. What attract me originally to the mall, was the Ruby Tuesday, which ended up being over priced, in my opinion from looking at the menu; and you know its not good food. When the waitress... tells you I don't know what's good, I've never eaten anything from here... That was a red flag for me for sure. As other reviewers wrote, it is mainly a ghost town, and I'm sure was a thriving mall for the area pre-pandemic days, and awhile ago. It was nice to see JC Penny, Olympia, Burlington Coat Factory, and a few other stores located through out.. though a good portion were empty, not un common anymore these days. The Food Court/Regal/ arcade concept on the second floor of the mall was a neat. Though, I must admit, if your not a local and a fan of mall food courts, this isn't the mall for that. There were two selections a chinese place and a pizza place. The pizza place, may have had good food, but when you don't see any prices listed by the food, be ware. Overall, great place to mall walk for exercise, or stop at a few stores.

    Depending on where you enter the mall, you may think that it is going out of business. There is alot of stores that are no longer here and you see alot of empty stores. But Walk a bit more and you see a ton of stores and people. There is also a movie theater on the second floor as well as the food court.

    I understand that this mall is really in the middle of a great big barren valley but why does that have to translate into the interior? What do I mean by that? The problem I have with the Arnot Mall is that they have a lot of space that isn't really being used to its advantage. Their doesn't appear to be that many places in Horseheads to do shopping so why not put more stores in here? For every few stores I saw, their were empty ones that soon followed. It's an omen that retail is dying...rapidly. I didn't find anything that made me want to stay at Arnot for more then a few minutes. Their were really no unique stores that tailored to my interest and the only department stores the mall had felt limited in what they carried. More needs to be done to Arnot to bring it up a few notches so it can get more foot traffic. On the plus side, it's a clean mall and is a good size (that should be filled with stores) and has the basic necessities that a mall needs to function. However, it doesn't have enough stores to keep me visiting and is certainly not worth the stop when traveling down the interstate.

    The Arnot Mall is the largest in the area (unless you're willing to drive to Binghamton, Syracuse, or Rochester). There is ample parking, and a decent selection of stores ranging the gamut of fashion, electronics, department stores, and specialty stores. The whole mall is on one level, but there is a section toward the back (the "new mall", if I understand the history) which requires walking up a few stairs or a gentle ramp. And if the mall doesn't have what you need, it is a short skip and a jump to the other basics of American consumerism - Wal-Mart, Target, Staples, Kohls, etc. It's not a shopping Mecca, but it more than fills the need unless you're looking for something very high-end or something very specific.

    This place I will not be returning to ever again, I have shopped here over 10 years. Over half the stores are vacant, you have to walk a awhile to even find a store that's not gone out of business. One end is nearly abandoned with water leaking threw the ceiling. Then the shops that are "vacant?" Have trash strewn all over the floor. I swear I heard rats.

    Parking lot is poorly lit and full of potholes. Handicap parking signs have been painted over solid blue near ruby tuesdays. WTH?
