I am sharing my experience to help others make informed decisions before engaging Bill Ipsan or…read moreIpsan West. Over several years, I paid for credit-related services and repeatedly requested documentation showing that Mr. Ipsan and his company are properly registered as a Credit Services Organization (CSO) with the California Department of Justice, as required under the California Credit Services Act (Civil Code §1789.10 et seq.). Despite multiple written requests, no CSO registration or surety bond information has ever been provided, and the DOJ confirmed that neither Bill Ipsan nor Ipsan West appears on the state's CSO registry. Based on my review of California law and my own experience, I observed several potential compliance issues, including: * Advance fees collected before full performance (Cal. Civ. Code §1789.13(a)); * Missing disclosure of the surety's name, address, and the buyer's bond-claim rights (§§1789.14-1789.15); * Failure to complete services within 180 days of contract execution and no valid justification for delay (§1789.15(a)); * No agent for service of process identified in the contract (§1789.16(a)(4)); * Marketing and contracting for "credit services" while unregistered (§§1789.13(j), 1789.25). I have provided this information to the District Attorney and Attorney General for review. My goal is not personal -- only to document my experience and encourage others to verify registration, bonding, and performance timelines before engaging any credit-service provider.

I read the official "Medicare & You" booklet cover to cover, but still had many questions, especially when it came to choosing a Medicare Supplement plan. The more I read, the more questions I had! Fortunately a good friend recommended Kathe and MedicareQuick. Kathe was able to answer my questions quickly and painlessly. After a few phone meetings I was enrolled in Medicare parts A and B, in a supplement plan that is perfect for my circumstances, and a prescription drug plan. I'm all set, and anticipate that these plans will serve me even better than my previous, employer-provided plan. I highly recommend that you work with a professional to ensure you make well-informed decisions, especially given the importance of your Medicare choices. And I highly recommend Kathe, based on my personal experience.

Kathe is one of the few true Medicare experts out there. Medicare is a complex area with draconian…read morerules and lots of deadlines that you need to navigate, and it is not always easy to figure this stuff out on your own. For example, if you are on a Medicare Advantage Plan (which a lot of people are encouraged to get at age 65 because of the low or zero premiums) and you find out later that the coverage and provider networks aren't good (how good can a zero premium plan be?) - it could be difficult to switch back to Original Medicare + better coverage of a Medigap Plan, because by the time you decide to switch, you're likely older ad would be subject to an underwriting process that most seniors would fail (due to preexisting health conditions). But there are certain circumstances that guarantee you the right to buy a Medigap plan regardless of your age or medical condition -- the so-called "right of guaranteed issue" - which federal law and sometimes the law of your state provide (e.g., in CA, if your premiums for a Medicare Advantage Plan increased by a certain amount or if you move out of the plan area). But this information is not readily available. That's why you need someone like Kathe. She was very knowledgeable on these topics. When I called Kathe, I had already done the basic research and thought that a switch would be possible. Kathe confirmed it, helped us find a reasonable Medigap plan and took care of the application (which is itself confusing because insurance companies make their applications opaque so it's hard for you to figure out which box to check). I highly recommend giving Kathe a call. We've talked to 2 other Medicare "experts" who didn't know more than we did.
