Turns out they never activated the policy and my money was still being held. I contacted the agency and it turns out I didn't have insurance for those months, but they activated the policy retroactively and took the money instead of refunding it. I cancelled and they are still debiting my account. I have contacted the PA insurance commissioned but haven't heard.

I actually stayed with Allstate, that wasn't the problem, in fact I found another Allstate agency to move to and it's been amazing ever since. So much so that they've even were able to save me some money without asking. Talk about incredible service.
