I have wanted permanent eyeline for a while, but lacked knowledge of a local place to go for a reasonable price without sacrificing quality & proper sanitization. A friend helped me find this place online through reviews and it looked like a reputable place. They were fabulous from start to finish! When I called for the appointment Maria answered my questions, as wierd as they were. She explained it all clearly. Before my appointment she had good communication and follow up. At the procedure I found Dawn was very thorough and communicated wonderfully! The office was nice, relaxing, welcoming, etc. I arrived early expecting pages of paperwork. Just one page front and back. So I was ready before my appointment and so were they. We discussed my look for my permanent eyeliner. She could show with facial features what my eyes would do as I age to take that into account as to what to do now for the future. When she showed me I was shocked to totally see my Aunt's aging eyes & knew she nailed it! She drew it on and took pictures. She showed me her instruments and that it was all new, sealed in sanitazation packs with expiration dates in 2022 & 2023. Everyone keeps asking if it was painful. No. No pain. There were a few brief unpleasant parts, but they didn't hurt. She warned me that most people don't like it when she goes between the lashes. She was right. The entire appointment was only 1 hour. The actual application of the permanent eyeliner was only about 15 minutes total. For 15 minutes you have to sit with numbing gel to take affect. Afterwards you have a short session with Maria to explain your care at home for the first few days. They give you a cute little goodie bag with all the supplies you need. I was also incredibly impressed that I didn't even have to remove my contact lenses! I am blind as a bat, which is why I wanted this procedure. I was able to wear my lenses and see no problem. I could drive myself home and go about my day afterward. I had expected more complications, longer procedure, some pain, etc. The best part was that this not only was a fabulous place with great people, but it was also one of the less expensive places online! The way I first found out about Dawn was from a plastic surgeon's office. I asked if they could recommend anyone to me for permanent makeup. I received the immediate response of Dawn Percer at Accent permanent makeup in Temecula. I live an hour away from Temecula, but after that recommendation, I determined it would well be worth a trip to visit with Dawn and try a procedure to see how I liked her. After I saw the results with my brows, I made an appointment for eyeliner & lips. I cannot say enough good things about the artistry and professionalism demonstrated by the owner, Dawn Percer. I know what I am talking about because I have had the permanent makeup procedures that she did performed, done previously by three different people over the years. So, I have a very good comparison between their work & Dawn's work. Dawn did permanent eyeliner, lips & brows & I could not be any happier with the end results. She takes her time to first communicate with the client to make sure she understands what results they are looking for. Then she takes pictures to show the client, using her objectivity & artistry, what she thinks will best enhance their looks. The client has the final word on what they want. We can all get into a rut concerning our appearance & lose our objectivity. Dawn really opened up my eyes, iiterally & figuratively. & greatly simplified my life when it comes to putting my makeup on. Dawn and Maria (her assistant) are both really fun ladies and I enjoyed my time there talking with them. Let me start by saying it was a pretty easy procedure, worth every penny, and I now love my brows. Dawn is truly an artist. I should've done it years ago, but I was scared. The procedure itself was not very painful, like a scratching feeling, the worst part was it made my eyes water, so not too bad. I have to admit though at first sight i freaked out! I got home, looked in the mirror, and my eyebrows looked sooo dark and thick compared to what i was used to that i started wondering if I had made a mistake and shouldn't have had them done! I called my sister, who is the one who recommended I do my brows, and she told me to hang on for a week and trust the process. So I followed the after care instructions exactly and after the first day they were a little dry and itchy, then they scabbed which made them even darker!!! But I kept telling myself to trust the process. Everytime i cleaned them little scabs would come off and I started to wonder if the color was coming off, too, but it didn't and instead after about a week or 2 it faded to the perfect shade for me! It wasn't too dark after all! Then i fell in love!!! I woke up one morning and thought, wow! I really look good first thing in the morning! I look good with no makeup on! I look good at the gym, the river, the pool! Amazing!! I never knew what a difference eyebrows could make! My first touch up made them even more perfect and the healing process was significantly easier than the initial process, we used no numbing cream, and it was totally fine-- not at all painful! So my final thoughts--best thing I did for myself all year and I wouldn't go to anyone else but Dawn! read more

Hi Dawn, I can't thank you enough for being so patient with me. For understanding my fears I had with doing permanent makeup. As you know I had previously been to another permanent makeup artist before you. My lips were scarred and had no color. My lips also had raised scar tissue Centerline on my upper and lower lips. Later after a few sessions you became aware that the previous makeup artist had added something in the color that would (neutralize) the blue tone in the color she had put into my lips, therefore making it extremely difficult to put color into my lips at all. My greatest fear was too much color and not the right color for my skin tone. I wanted natural but with color. Yes I totally held Dawn back from doing her job!!! Yes I had trust issues. But here's the thing, I knew Dawn knew what she was doing. And still Dawn you worked with me, you didn't give up on me! I have been going to Dawn for over 10 yrs, I wont let anyone else touch my face. That's how much I trust her. She is amazing! She takes her time and does it right the first time. First she uses a pencil to show you what it will look like. The two of you discuss color, thickness, length, arch, etc, and once everything is drawn on she takes a picture and puts it up on a screen with a grid to make sure both sides of your face are identical (if you are a perfectionist, Dawn is your girl). Once all adjustments are made and you are happy...she numbs you up with topical numbing gel. Yes, you heard right, you are numb! You cant very well be making faces during the procedure your face must stay relaxed. She then "traces" what you two have already agreed upon. Another thing I love about Dawn is her work station is very clean, I work in the medical profession and I recognize a clean working space when I see one, and it's such a peace of mind to see how detailed she is about cleanliness. The environment is fun and chill, we talk the whole time. She's always doing continuing education in her field, which I also appreciate, new technology to make your experience fast, better, and more enjoyable. I am extremely happy with the results of my newly micro-bladed eyebrows I must say that my experience from start to finish was a wonderful experience. I especially appreciated the warm welcome I received from (Dawn) and her staff (Maria) for making me feel comfortable throughout my entire process of receiving my new (lovely) eyebrows. So far, my three grown children all love my new new appearance, they have shared with me that my new eyebrows look quite natural! In fact my daughter-in-law who is a registered nurse saw my new eyebrows about two hours after me getting them micro-bladed, and she said she could not believe that my eyebrows were not red at all. I went for lip permanent makeup consultation , the owner was initially honest and said she could not achieve the look I was looking for which I was greatful for her honestly . However, she started insulting me comparing me to Micheal Jackson in the near future. I am African American and still can't fathom her rational behind the insults . Her receptionist was amazing but the owner disgusting. I won't advice any person of color to go to this place . I went to Dawn years ago and really need to go back when I have the chance. I missed an appointment with her and I felt so bad - if you're reading this Dawn, I'm sorry! I've had good and bad permanent makeup and I can tell you - when you find a good one, hang on because they're few and far between. Dawn is a true artist and she will tell you what is most aesthetically pleasing for your face because she wants you to have a good outcome. This means she cares. It's easy to give someone what they want and take their money, but people who tell you the truth are few and far between. She's very, very good at what she does. When she makes a recommendation- listen. I used to draw my brows on so thin and she set me straight - rather than just doing what I'd asked (as my previous tattooists had done) she let me know it wasn't flattering. I was referred to Dawn by my Dr's office, because I asked if they knew who was the best permanent makeup artist around. When I saw that her office was in Temecula I was a little hesitant only because I live in Big Bear. I am so glad I listened to the girls at my Dr's office and that I made the drive. For at least 15 years I have had to pencil in my eyebrows because they won't grow. I wouldn't go swimming because I'd be embarrassed when my eyebrow pencil would wash off in the water. When I'd play with my grandkids I'd end up getting my eyebrows smudged and would hope I had a pencil in my purse to fix it. Thankfully those days are behind me. I am over the moon with my new eyebrows! I could not be happier! Dawn did an amazing job and Deidre, her assistant, was so patient and supportive.You see, 26 Years ago I had Permanant tattoo ink eyebrows. The Pamela Anderson look... very thin, black eyebrows. Unfortunately with the type of permanent ink my eyebrows started to turn blue, and spread out under the skin. I opt to get a laser treatment done in hopes of removing them (Ladies, I can not even stress how important it is to research laser removal) the laser they first used on me removed some of the ink but ALL of my eyebrow hairs. Permanently! Long story short after MANY other types of laser treatments and a lot of $$$$ I ended up with green eyebrows! Dawn did an amazing job in covering up the green and also blending and shaping my brows to look natural. She suggested a powder ombré and then did 3-D strokes over top to give the brows the look of real hair! I must say that Dawn has once again done an amazing job on my permanent makeup brows. I have been a client of accent for over 12 years. I moved out of state last year. Needing to have my brows done again. I had checked out other companies in my new area and was not impressed with the results I was seeing. I made a trip back to California and had her do my brows. I can not believe the difference in the time it takes me to get my makeup on in the morning. I suffered all summer long trying to draw on my brows sometimes taking as long as 15 min. I went back to Dawn about 3 weeks ago for my second visit (free touch up). Dawn said I will be her project. If you read my first review, I was the one who had done so much just to have eyebrows... 2x tattoo, hair implant, microblade, microshade.. you name it (all from different places). I have problem skin, too oily, scared, large pores. Only Dawn is determined to give me eyebrows. She's very compassionate, warm and loving person. Even though I think I'm older than her, she acts like a mom to me. So, the result of my second visit is amazing. I have brows!! I wake up in the morning, wash my face or shower without having to spend hours in front of the mirror. Dawn still wants me to come back after 6 weeks cause she wants to perfect my brows. So I went in on July 14 and had Dawn do a powder fill tattoo on my eyebrows since they are blonde. I needed them to stand out more on my face. She did such an amazing job. Since my eyebrows look so great I certainly had to have my lips stand out a little more too. So I had her tattoo my lips. I literally just stepped out of her door and I have carmex all over my lips, but you get a good look at how beautiful her work is. Of course I have my Gotti eyeliner on and I will have her tattoo me some beautiful eyeliner on next time so excuse those eyes. But, She is a true artist. You go back for your touchup where she fills in some of the little areas and fixes the little things in about 8 weeks. This is not my first tattoo with Dawn. I am a loyal customer and I have recommended her to many others. My friends and family have all been pleased with her work. She makes you feel so comfortable. Im sooo glad I found Dawn after doing some major research. She corrected my eyebrows, picked a perfect color, and I couldn't be happier with my results! I wanted to wait at least 6 weeks before I wrote this review, just to make sure I gave it enough time for healing. They looked just as nice as they did right after completion, other than a tad lighter which was to be expected. Dawn and Maria are so pleasant. As soon as you walk in they both greet you, offer you something to drink or snack on, and are so patient and attentive. Dawn (artist) would continually ask if I was comfortable during the procedure, and we kept checking the monitor together to make sure that everything was to my liking. I got permanent eyeliner, and getting my permanent makeup done here was one of my best decisions ever. I think it's great that if it isn't perfect the first time you can go back within a year and get it touched up for free. The first time I went in I got a very thin line of eyeliner because I wasn't sure if I really wanted a lot. I ended up changing my mind because I was still adding more at home so I went in a second time to add more and it came out perfectly. I haven't had to do my eyeliner since! It really pays for itself considering how much time and money I put into doing winged eyeliner everyday before I got it done! People always ask me if it hurt to get done, and well yes it does, it's a tattoo on your eyelid, but Dawn is fantastic and walks you through the whole thing. She really helped make the whole process a cake walk. I want to go back and get my lips done as soon as I get the chance! read more
