    I'd give a negative 100 if i could!! Beware of this liar! I hired Craig Phillips May of 2018 to put in a concrete pad on the side of my home, along with a 16x35 deck with a 12x12 side deck. The entire project was supposed to be completed by end of summer 2018. When I agreed to this project, I paid him $8,000 cash to cover materials, which was paid May 2018. I got excuse after excuse about why it hadn't been started, the entire time claiming it was due completely to the weather. My project started on April 9, 2019, and I gave Craig another $8,000 check for 'labor' to start everything. I asked before the project started if permits were pulled, and was told that they were. I asked on day one of them ripping things apart if permits were pulled, they said yes and that Craig had just forgotten it at the office. I asked multiple times where my permits were, each time being told that they are pulled and they just keep forgetting them at the office. A week after starting, and nowhere near halfway done, he asked for another $4,500. A week after that he asked for half of my remaining balance. It is now June 5, 2019 and Craig not only admitted in writing that permits were never pulled (and trying to blame it on his foreman), but he never got permission from the zoning board to regrade my yard, and my project is still not done. They have left materials everywhere, nothing cleaned up, nothing finished. I called Craig multiples times throughout this process and he kept punting me to the foreman. I texted Craig dozens of times as well, with days upon days going by without a response. He tried to charge me multiple times for change orders that needed pre-approval, which I had not done. He threatened to take me to court to pay those change orders. Craig has been paid in full, and my deck is only 80% finished. I now have to hire someone else to fix what he broke, bring things up to code, and finish it all. A new contractor will cost me upwards of $20,000 per a quote I received today. So all in all I'm going to be out almost FIFTY THOUSAND DOLLARS! As a side note, he did in fact offer to finish the job, but without permits and knowing his PA license expired May 1, 2019, I hard passed on that offer. Yes, I should not have paid him and his guys until the job was done, but I didn't think he was such a scumbag.

His quote was extremely fair, his response time was fast, he's a local guy (lives two streets away from me!), a veteran, and has been doing this sort of work for a long time. I liked him so much, in fact, that I decided to also have him install a street curb at the same time. If you live in the borough you know that homeowners are responsible for installing their own curbs, and you can't sell your house without doing so. Between that and the fact that people were increasingly riding up on my berm, making a muddy mess of it and getting too close to my grounded sewer pipes, I figured it was the right time to do the job. I even got my next door neighbor to install a curb at the same time as me! I committed to the work on 10/23 and Pat came out with his employee Albert on 11/3 to install the small concrete walkway for me. They did it all on one day (7:30 - 3:45) and Pat also helped me stick my dog's paw in the cement before he left for the day. The next business day Pat and Albert came out to start the curb project for me and my neighbor. I could not frickin' believe that just the two of them did all of the work required for the curb project. At first I thought it was a little expensive to do the curb, but after seeing the amount of labor required, I feel like it was a steal. Pat and Albert truly put a huge amount of sweat into the project, and within 48 hours I went from having no curb to having a nice, fresh one! A second neighbor of mine was so impressed with the work that mid-way through my project, they asked Pat to do their curb, too! I really can't say enough good things about Pat. He's just... a no-nonsense, hard-working, bad ass dude! If I need any other concrete jobs done I know for certain who to call.
