The Lead-Based Paint Poisoning Prevention Act (42 U.S.C. 4821-4846), the Residential Lead-Based Paint Hazard Reduction Act of 1992 (42 U.S.C. 4851-4856), and implementing regulations in 24 CFR part 35, subparts A, B, H, J, K, M, and R apply to all shelters assisted under ESG program and all housing occupied by program participants. (b)Minimum standards for emergency shelters. Any building for which Emergency Solutions Grant (ESG) funds are used for conversion, major rehabilitation, or other renovation, must meet state or local government safety and sanitation standards, as applicable, and the following minimum safety, sanitation, and privacy standards. Any emergency shelter that receives assistance for shelter operations must also meet the following minimum safety, sanitation, and privacy standards. The recipient may also establish standards that exceed or add to these minimum standards. (1)Structure and materials. The shelter building must be structurally sound to protect residents from the elements and not pose any threat to health and safety of the residents. Any renovation (including major rehabilitation and conversion) carried out with ESG assistance must use Energy Star and WaterSense products and appliances. (2)Access. The shelter must be accessible in accordance with Section 504 of the Rehabilitation Act (29 U.S.C. 794) and implementing regulations at 24 CFR part 8; the Fair Housing Act (42 U.S.C. 3601et seq.) and implementing regulations at 24 CFR part 100; and Title II of the Americans with Disabilities Act (42 U.S.C. 12131et seq.) and 28 CFR part 35; where applicable. (3)Space and security. Except where the shelter is intended for day use only, the shelter must provide each program participant in the shelter with an acceptable place to sleep and adequate space and security for themselves and their belongings. (4)Interior air quality. Each room or space within the shelter must have a natural or mechanical means of ventilation. The interior air must be free of pollutants at a level that might threaten or harm the health of residents. (5)Water supply. The shelter's water supply must be free of contamination. (6)Sanitary facilities. Each program participant in the shelter must have access to sanitary facilities that are in proper operating condition, are private, and are adequate for personal cleanliness and the disposal of human waste. (7)Thermal environment. The shelter must have any necessary heating/cooling facilities in proper operating condition. (8)Illumination and electricity. The shelter must have adequate natural or artificial illumination to permit normal indoor activities and support health and safety. There must be sufficient electrical sources to permit the safe use of electrical appliances in the shelter. (9)Food preparation. Food preparation areas, if any, must contain suitable space and equipment to store, prepare, and serve food in a safe and sanitary manner. (10)Sanitary conditions. The shelter must be maintained in a sanitary condition. (11)Fire safety. There must be at least one working smoke detector in each occupied unit of the shelter. Where possible, smoke detectors must be located near sleeping areas. The fire alarm system must be designed for hearing-impaired residents. All public areas of the shelter must have at least one working smoke detector. There must also be a second means of exiting the building in the event of fire or other emergency. (c)Minimum standards for permanent housing. The recipient or subrecipient cannot use ESG funds to help a program participant remain or move into housing that does not meet the minimum habitability standards provided in this paragraph (c). The recipient may also establish standards that exceed or add to these minimum standards. (1)Structure and materials. Each resident must be provided adequate space and security for themselves and their belongings. Each resident must be provided an acceptable place to sleep. (3)Interior air quality. You actually have to bring them a LETTER to shut your water off, and if you don't they continue to charge you for service afterwards. This company is a small company that won't change because it's cheap. If you can, avoid getting your water from these people at all costs. MUB is better managed and you don't have to go back to 1920 for services like water shut off. Because their systems and ways of doing things are so outdated, for my last bill I was charged the balance a full month and 25 days after my water shut off, resulting in an overdraft. These people are cheap and inefficient. It's unbelievable that they're still running in 2020.

The water is usually very clear, rarely has any kind of chemical taste or smell. Also, in 5 years of having the service, we have only had a couple of small outages and they were repaired promptly. That being said, I give them only three stars because the billing is not great. Do not expect anything to be fast, or modern. The hours are inconvenient, they do not take payments on the phone and they only offer a prerecorded reminder if you missed a payment.

    One Star -- Completely Unprofessional and Disorganized…read more If I could give zero stars, I would. My experience with PPL at Home First New York CDPAP has been nothing short of a nightmare. I enrolled with them on March 27th, and as of today, they still haven't processed my e-verification authorization. Because of their complete lack of professionalism and failure to follow through, I didn't get paid this week. That's the first time in my entire career I've ever missed a paycheck -- and it's because of them. To make matters worse, I have a car insurance payment due, and thanks to their incompetence, I don't have the funds to pay it. I'm now facing a potential lapse in insurance, which could put my ability to work and drive legally at serious risk. All of this could've been avoided with the slightest bit of organization or communication on their end -- but they've provided neither. This entire process has been chaotic, unresponsive, and unprofessional. No clear updates, no accountability, and no urgency about resolving an issue that directly affects my livelihood. For a program that's supposed to support caregivers, they've done nothing but create unnecessary stress and financial hardship. Do yourself a favor and think twice before trusting this agency with something as important as your employment or income. They've completely failed to deliver on even the most basic responsibilities.

They repeatedly violated both state and federal law regarding payments. Demand clients designated representatives outside of the legal guardians. Refuse to respond to emails or phone calls to resolve issues. On the few occasions that you can get someone to respond they open multiple tickets in the system for the same issue resulting in being unable to get up to date if any information at all. We switched to a different provider 5 months ago, and I still have staff members that have not been fully paid.

I have also had a man who was working for Fountain View unlock and walk into my home WHILE ringing the doorbell. Not ringing the doorbell and waiting for me to come to the door, NO, he literally rang the doorbell and unlocked my door at the same time, because there was a risk of there being a leak in my apartment due to work the man was doing on another floor. I was literally in my bedroom changing clothes and getting ready for work. This man was with two other gentlemen as well, one of which I know is part of the HOA, which slightly gave me comfort in that moment when a complete stranger barged into my home as it let me know that at least this man was not going to cause me harm because he was associated with FV. This was highly unprofessional and it's quite honestly terrifying when you're half naked, home alone and a strange man walks into your locked apartment. A few hours after this happened, the apartment manager called me and very abruptly told me that this man needed into my apartment immediately due to a potential leak. This person was not friendly on the phone and was confused when I told her that these men already showed up to my apartment hours ago. It would have been nice to have gotten a phone call BEFORE this all happened, but alas that was not the case. Unprofessional group of people running this property. If anybody at Fountain View would like to say that this did not happen, I do have the incidence recorded on my indoor security camera. Which I would recommend all tenants at Fountain View to invest in as the employees can and will unlock and enter your home at any time without warning

There was trash all over the place and it smelled so bad, we couldn't even walk in to tour the unit. They require tenants to allow them to provide to tours and you cannot opt out of this. DO NOT LEASE HERE!
