EQCO Real Estate - Edward Quach - Licensed in DC, Maryland, Virginia

May have been a competent company at one point, but certainly no longer. In the 18 months we…read moreworked with Ed, his company mismanaged the lead inspection process (costing us thousands), mistakenly charged us for maintenance and repair that was the tenant's responsibility, failed to coordinate with our HVAC company on maintenance and payment, failed to remit monthly payment for the correct amount due, and failed to coordinate and communicate with me regarding the renewal process for the tenants. I would avoid.

I've been using Edward as a property manager since July 2020 (i've used 4 different firms over the…read morepast 15 years). I found him after interviewing about 9 firms, and then went with him after speaking with 5 of his references that he provided. He was very transparent when I first connected him and he would quickly answer questions about his management style, company and staffing profile. Perhaps the worst part about Edward is that its hard to find anything negative about him (LOL). He's just the most even keeled person I've ever dealt with... He deals with everything in a calm, paced manner. He's definitely not pushy, and treats everyone with respect, and has the gray matter to anticipate and work through problems before embers turn into flames (and we've had many embers thrown at us over the years, so he's battle tested at this stage in my eyes). One example: a few years back, the unit he was managing for us had a heating issue. The parts were on back order (early pandemic related shortage), and without asking, he went through multiple hoops to try to procure the parts needed, and then checked the weather report and because of an upcoming temperature drop he went ahead and provided backup heating device to the tenant to head-off a potential heating emergency before it happens. Lets roll the clock forward: While your mileage may vary, for me, I have had several documented occasions when I sent him an email near midnight and he responds within 3 or 4 minutes afterwards. I think one time I sent him an email way later than that which was meant for the next day, and he immediately responded. IIRC, I scolded him slightly for not prioritizing sleep over a low priority email from me LOL... but that's just how he's wired. His demeanor also extends to how he hires his staff. Again, the people he's brought on seem very even keeled and are active listeners. Also, it appears he's scaling his company in a methodical fashion. When I first spoke to him 5 years ago, I think he had about 200 properties they were managing. I know he's grown beyond this, but I haven't felt any difference in the orchestration of the work. This was a huge problem for me with a previous firm where as they grew, the wheels came off. Also, with his being a registered agent in Maryland, I'm already set on using him if we hit the market for anything. He's also served as an honest sounding board a few times we considered moving on something.

I lived at Rise (managed by Kettler, same as Bolden, but Rise is showing as permanently closed on Yelp even though it is open) starting November 2024, and throughout my tenancy I experienced repeated operational and communication issues that required constant follow-up and escalation. 1) Wrongful towing (May 2025): My vehicle was towed overnight due to an allegedly "expired permit." I had been issued a parking permit at move-in and was told to keep it in my car, which I did. I later learned that I had been mistakenly given an old-style permit, even though the complex had already switched to a new system before I moved in. I had parked without issue for approximately seven months and received no warnings or notices. On Memorial Day morning, I spent hours locating my car, dealing with the towing company, contacting the RISE emergency line, and arranging transportation to the impound lot. I paid $230 out of pocket to retrieve my vehicle. Management later reimbursed this amount, which was simply correcting their own error--not a goodwill gesture. 2) No available parking despite paying monthly + vehicle damage (July 2025): Late one night, I returned home to find no available parking spots on multiple garage levels, despite paying monthly for parking. Front desk staff were unable to assist and advised me to park on the street. The following morning, I discovered hit-and-run damage to my vehicle. I visited the leasing office multiple times seeking assistance and resolution, but experienced delays, inconsistent communication, and a lack of follow-through. I had to repeatedly initiate contact to keep the issue moving. 3) Unresolved move-out refund check (November 2025-present): I moved out on November 10, 2025 and was owed a prorated rent refund. Since then--now over two months--I have been told repeatedly that the refund check was "cut and sent," then reissued, and later "expedited." Each follow-up resulted in another assurance that I would receive the check soon, but no actual resolution. As of mid-January, the refund still has not been received, and this issue remains open. Across all of these situations, the most consistent issue has been poor communication and lack of ownership. Escalation was offered in writing but not acted on promptly. Requests for meetings with upper management were acknowledged but not scheduled. Timelines were missed, and information from staff was often inconsistent. Takeways: The building itself is nice, but management processes were unreliable and required persistent escalation to get results. Some improvements have been made, but unresolved issues remain even months after move-out. Prospective residents should weigh the quality of the property against the risk of management-related frustrations.

Rise and Bolden are conveniently located in the Boro, within a 5min walk to the metro, but that is…read moreabout all they have going for them. Their website doesn't allow you to filter by rise and/or bolden. What it does allow is for you to schedule a tour with their agent. Many websites have this functionality. I scheduled a tour, I received a confirmation and subsequent reminders. On the day and time of the tour though? The concierge points me to an empty office. We wait outside, the disheveled leasing agent returns with a customer, speaks, and then the customer leaves. He doesn't greet us, doesn't shake our hand. He plops himself down in his chair and is visibly annoyed with our presence. He isn't aware of any appointment. He claims I don't have one. When I show him proof, he says OH! And he starts looking in the system and finds it. Then he gives an elaborate excuse about how the system isn't working and there are duplicate bookings and they're not "really scheduled". For the record, there were no other customers in the building and instead of honoring our appointment, this man spent 15 minutes explaining why he couldn't help us or show us an apartment. Finally, he offers to schedule it for another week, claiming more apartments will be available in two weeks. We agree, giving him the benefit of doubt. He schedules it, seems upset that he is working the Sunday we chose, sent us a confirmation email, and then sent us on our way. We put it in our busy calendars where we literally have to carve out space to make this and subsequent appointment. And what happens two weeks later? The professional leasing agent no shows. He left the office early. He went home without canceling our appointment. He didn't even let the concierge know because she had to check his office to confirm "his backpack is gone." And that was the last straw. If the professional staff treat potential customers like this, blatantly wasting our time and mismanaging theirs, then it's reasonable to assume that is how they run these properties and treat their residents. Absolute pass. We struck this off our list and suggest you do the same. It's a renter's market right now and you deserve better!

I experienced constant flooding and sewage leaking from the kitchen sinks (yep, 2 sinks), giant sized insects invading our space, decaying floor boards from water damage, 3 years of uninterrupted mold and mildew, the need for a dehumidifier requiring 4 buckets of water to be dumped daily, and the last stray was a bathroom ceiling leaks flooding the unit requiring a 1 month stay in the hotel paid for by my insurance and I still had to pay the rent for my unit. During those 3 years, I suffered terribly from respiratory problems for the first time in my life. No empathy shown by the leasing agent or landlord for the major and myriad inconveniences. Upon returning to the unit in addition to the floor repairs they used substandard contractors to paint the walls. During my stay at the hotel (on my insurance's dime, mind you despite paying the full month's rent DURING it's renovation) I was not notified that the walls would be painted until AFTER the work was done, nor was my artwork removed from the walls prior to painting. The substandard painters merely painted around my artwork. Essentially their substandard painting contractors sealed the damage free adhesive to the walls with the paint making the artwork impossible to remove without damaging the wall. Moreover, the substandard contractors also painted over the back door sealing it shut. Upon move-out, the property management company wanted to penalize me for the damage caused by their own substandard painters shoddy work, since there're still holding on to my security deposit. Avoid renting through this "property management" company at all costs
