Sapa is a huge collection of Vietnamese wholesale shops, as well as retailers of various kinds, Vietnamese and other Asian groceries, restaurants, and cafes. Years ago, you needed a business license or resale license; now it's open to the general public though some wholesalers will still only sell items in large lots, not individually.
