We only found that out when trying to submit the PDF to the State Department that it couldn't be apostilled. In our case, it means we now have to wait up to 14 weeks to get our reports and have them apostilled (because of the massive layoffs in the State Department in particular as they do the apostilles). We needed wet-signed, seal-bearing background checks to get our apostilles. Something we did not know until we submitted the reports to the State Department. What is exasperating is that this organization should have known that and not taken our money to begin with. They did refund one of us, but the issue for us is all the lost time, not the money. Now our other documents for the visas are going to expire (they have 6-month lives), and we have to go to the expense of reordering those. So while this company may do a good job with domestic requests, they do not know what they are doing with international requests related to (for example) visas to Ecuador. Proceed with caution. My issue is not with the delays in getting the report which were due to issues at the FBI. My issue is we were not advised that the report we received would not be accepted by the State Department because it was a PDF. When I initially went to this business I was advised I had ordered the wrong type of report online. It was ABQ Fingerprinting who advised me I needed to order the more expensive FBI report for $85 or so. All I did was do what they advised. There was no mention of the need to apostille. And when I found out about the apostille, I had to look it up online to know what that even was. Again I realize this was miscommunication, but at the time I ordered this report nobody advised we needed an apostille to met the standards required for Ecuador. That is what I am upset about.

I frequently buy and sell auto parts on eBay, and many of the items I receive are shipped in similar totes. In fact, I originally received this very tote from UPS when it was used to deliver a transmission to me. I secured the lid with 16 cable straps so there was no way it could open. eBay directed me to the closest UPS store, so I drove there with the tote. At UPS Store #0105, the manager refused to accept my package and insisted that I purchase one of their boxes for $97. After a lengthy discussion, I asked them to provide a written statement confirming their refusal, which they declined to do. I then took the same tote to another UPS location, where it was accepted in less than 30 seconds. For context, the package weighed 51 pounds and qualified as a heavy package. When I explained that UPS accepts plastic totes as shipping containers, I was told they weren't sure if the driver would accept it. So is the issue the material or the size of the tote? Their uncertainty made it clear that they were making decisions without knowing UPS policy. In reality, it seemed they simply didn't want to accept it because of its larger size. Education is key. I strongly recommend that the management ensure staff are properly trained to handle shipments according to UPS policy.
