PAM's actions have caused me significant distress and violated my rights under the Fair Debt Collection Practices Act (FDCPA). Disputed Debt on a Vehicle I No Longer Own I received a letter from PAM regarding a toll violation on a vehicle I sold over a year ago. Prior to selling the vehicle, I had to obtain a duplicate title from the California Department of Motor Vehicles (DMV) because I had misplaced the original pink slip. In California, obtaining a duplicate title requires clearing all outstanding fees, tickets, or dues associated with the vehicle. At that time, I paid all toll violations and fees in full to obtain the title. Unjust Collection and Repeated Harassment Despite clearing all debts, PAM has continued to send letters claiming I owe additional amounts. These claims are for debts that were resolved over a year ago. I provided proof of payment to PAM, yet they have ignored this documentation and continue to harass me. I received a letter that a portion of my state tax return was intercepted by this company on behalf of the corrupt City of Vallejo Police Department. I had already paid the amount back in January 2025. I've tried calling this company more than once to get my funds back. I've been on hold from 1-4 hours for the past two days and have still not been able to speak to a customer representative. Paid this "business" an easy pass collection that was causing my license to be non renewable. They set themselves up to present themselves as legit, but are charging people absurd fees and threaten to garnish wages / taxes if you don't pay. I'm contacting BBB and Texas AG to pursue a strike against this company. They claim I owe $206 for unpaid tolls, but I have an active NTTA account with a toll tag and verified that my account was up to date with a zero dollar balance. PAM (Professional Account Management) reached out to me on behalf of iPass of Illinois claiming I owed a toll. First, they had a license plate that did not belong to any registered vehicle of mine. I informed them of this and they changed it to fit one of my plates and still said I owed the money. I then showed them every vehicle I had was on my iPass, had an iPass in the vehicle, and that my account was and is fully funded. It has been over six months and they refuse to take this off my credit report and keep claiming I owe the fine and penalties even though I have shown them to be wrong multiple times. This kind of scamming is wrong and should be illegal. Sadly, a State like Illinois would employ such an agency to harass and harm law-abiding citizens! read more

This company is the most unprofessional company you could possibly imagine. I have a hold on a registration that this company has and have paid the toll in question 6 days ago. First they claimed go the the rmv and show the receipt and you should be all set. When I called them back they said oh sorry for that, it takes 5 -7 business days for the hold to clear. THIS IS UNACCEPTABLE!!! Every qualified entity has the capability to clear a hold with the rmv instantly and this company is in violation of the contract they signed with the state I reside in. I have tried numerous ways to resolve this issue and the hold still sits on my record and am unable to register my expired registration. I am a 62 year old, retired person with custody of a 12 year old child myself and girlfriend have raised since she was 3. I am the girls ride to and from school and Professional Account management's response to this was TO BAD, YOU HAVE TO WAIT 5-7 BUSINESS DAYS FOR YOUR PLATE TO CLEAR. I was suspicious of this service as well and still am, but turns out I did indeed owe a tollway balance. I received this text message over a period of a few months: "MSG from PAM on behalf of North Texas Toll Aut;. Getting a tax refund? Why not pay your outstanding balance? Reply YES for bal and additional info. To OptOut reply STOP" I visited the link that the text message provided and it was quite suspicious looking. Instead, I went to the North Texas Toll Authority website. Through the official website, I was able to verify my balance and pay it- CONFIDENTALLY. The PAM service had the exact same amount that I owed to the texas tollway but I paid that balance through the tollway website. TLDR: The website is fishy but your owed balance may be real. Visit the official website or call the service line for where your balance is owed VS paying this service. read more

Just received a collection notice from this company... I never once received any toll notice violation prior to this. After doing research, apparently they're scamming ppl, scaring them with the collection notice tactic in hopes people will just pay it right away. The location on the notice I've never even been to. And the plate is an old plate from a vehicle I don't even own anymore at that time and I still have the plates. Most toll violations will come with a photo of your plate for proof, don't pay these people anything. I called and inquired about the inflated charges and offered to pay the face value and they declined! HA! update: PAM is the company used by bay area fastrak to collect unpaid bridge toll crossings... I just had 100 dollars deducted from my taxes for a toll crossing from 2015 (these taxes were from 2017s returns...) I was able to fight it and get a refund from PAMs "parent" company Duncan Solutions after the people at PAM were VERY RUDE!!!! After working it out with Duncan and fastrak directly, I was refunded some of my tax return and was able to get all of my debt from this cleared up to where they only charged me for the crossing and not for the fees.... Just updating to say 0 stars PAM, y'all suck at customer service. Duncan is much better at it. But PAM is a real company, so if you get a letter from them, take a look into it, or you might end up with PAM just taking the money from your refund.... read more

Someone took the information to real businesses that aren't a scam and slightly altered things to make a scam. If you go to the websites and use the phone numbers on your notice you are directed to scammers and when you enter in the account numbers you see your invoice balance due. If you go to your states actual website or PAMs actual website and type or information in there is no history of a violation. I didn't notice until I kept trying to call and they said they close at 7 and it was 5 and no one was answering. I checked the closing times on PAM's website and then realized that their phone number listed isn't the same as the notice. So be careful and do your research because if it isn't a scam and you ignore it thinking it is, you could end up with more significant issues. read more
