I think there's about 400 plus steps one way. I would recommend you come here after 5pm when the parking attendants are gone so that you don't have to pay to get in. We made the mistake of parking at the bottom lot, not knowing about this upper lot until later when I ddi some more digging on Yelp that this one existed. We had to pay about $13.50 pp. If you come here after 5pm, you'll have very nice sunset/night shots of the waterfall and anything below.

You can also spend a half day taking your time sitting to enjoy views, having lunch and experiencing cable car or zip line. Kind of nice depending on your schedule to have the flexibility without feeling FOMO. We stayed about 2 hours, plenty of time to explore the Manor, soak in some views and do about half of the big stair case. Late May the zip line and cable car was busy. Zip line looked fun but would eat up a lot of time, especially the back and forth from one side of the gorge to the other for equipment. Not the most efficient setup. Entry fee is super confusing, the info online is not consistent. We took an Uber to the gate and were charged an entry fee, like $20 per person. However others in the park and our Uber driver said it was always free. Not sure if it's a resident thing or admission changed over last year or so. Worth a visit, I'd recommend a couple hours and using the rest of your time at Quebec City depending on your timeline.

The park was peaceful and quiet, with a few brave souls out cross‑country skiing and practicing their downhill skills--such a classic Québec winter scene. We took the stairs down toward the river, and the view from the top was absolutely worth it. The St. Lawrence River looks stunning framed by all that snow and open sky. For anyone interested in the historical side of the Plains, it's probably best to return once the snow has melted so you can explore the grounds more fully. GARDENS AT THE PARLIAMENT BUILDING…read more During our visit to the Parliament Building of Quebec, our library tour guide had encouraged us to explore the Parliament's gardens after her tour. We visited the gardens in front of the Parliament Building that included the lush flower beds surrounding the Fontaine de Tourny. Our favorite was the large vegetable and herb garden - but for our tour guide's advice, we probably would have missed this unmarked garden that is located off the front side of the Parliament. We entered the edible garden through a rustic arch of wood and twisted vines - the beautiful raised bed garden was full of many types of herbs and vegetables ready to be picked such as kale and large heads of cabbage. We had already enjoyed a long day at the Parliament Building and were too tired to visit the courtyard and manicured landscape behind the Parliament Building. We did catch glimpses of the courtyard during our general tour and library tour. Note - while the vegetable garden and the fountain flower beds are freely open to the public, visitors may need to pass through security screening to visit the courtyard gardens. When we booked our library and general tours, we had also registered to do an unguided tour of the Parliament gardens.

Construction was paused when a treaty was signed with the British the following year. Subsequently, the defenses were replaced by more formidable fortifications at the top of the cliffs and the buildings were converted to barracks 30 years later. The current site includes the foundry and arsenal that produced artillery shells and other ammunition for the French, the British, and through World war fought by the Canadians. The current building provides a history of the site. The first floor has a recreation of the crowded French enlisted men's quarters in which they cooked and ate their meals in the same room as they slept. The second floor, meanwhile, is reconstructed as the British officers' quarters with a comfortable lounge with comfortable chairs and mahogany gaming tables, a large, formal dining room, and a hearth manned by a cook who officers hired to prepare their meals. The third floor houses the officer's sleeping quarters and the apartment of the superintendent of the foundry. It is furnished with early 20th-century furniture and furnishings.

The cost for both is minimal, only slightly more for a guided tour, so I sprung for the guided tour which consisted, in total, of the guide and my party of two. The Arsenal is fully self-guided. The Officer's Quarters too, after an introduction from a guide prior to entering. The Redoubt (where soldiers slept/ate/lived) is the only place where a guide actually walks you through and tells you what life was like here at the time the Redoubt was operational. Guides here dress in period costume (a "thing" in these parts) and a few are surprising guest stars on your guided tour. That is, they interact with you as if they are a character from that time and place. It's both inspired and amusing. On the day of my visit though, staff had been shuffled to another event so only one costumed actor popped up but my silly enjoyment of that character made me believe that I'd have liked the tour even more with the full complement of actors present. Touring the grounds and Redoubt with a guide is worth doing. Without it, I'd have had little idea what I was seeing and in this location, a Unesco Heritage site, it seems worth the small investment.
