We visited this tourist office probably once a week the first summer I spent in Lyon (2003). We transacted business in French, after all that was the purpose of our being there, and didn't have too many problems. There are tons of brochures about attractions in the city, and we were able to plan activities and ask about things we'd be recommended to try by previous students.
In 2004, when my then-boyfriend-now-husband was studying in Metz (though not French), we ended up here hoping to get some advice about visiting vineyards in the area. J tried to get some help in English, and didn't get very far, so he sent me over to try in French. Honestly, I didn't get very far either. Being college students (not much money and under 25), we didn't want to rent a car, and the woman couldn't get past that. She finally recommended the Hameau du Vin. She knew nothing about it, except that they featured wine and it was close to a train station. Then she sent us to the SNCF office across the square to book our train tickets.
In short, this office is probably better for French tourists visiting the area than Americans. The staff can answer your questions, but didn't volunteer much in addition to those answers.
