I've been a long time owner of The Estates and prior to it becoming COA, it was a 300 unit…read moreapartment complex which was build in the early 70's. Now, the grounds at the complex are by far some of the best on the peninsula. There is a beautiful inner walkway surrounded by breath taking landscape and running water fountains that takes you from one end of the complex to the other. The COA has just renovated the pool/jacuzzi and have installed stone pavors in the pool deck area which look amazing. For those of you who enjoy tennis, the complex has two tennis courts which are lighted for night time enjoyment. Because this is a desirable complex to live in, the parking can get crowded. Some owners include a parking spot when you rent their unit and some will charge you extra. These parking spots are located both inside the parking structure, as will as in the covered parking area. Speed bumps are located on both roadway entrances to The Estates to ensure safety for all residents and their families. The Estates is pet friendly and have since removed the DNA deposit for your animals, however, there are restrictions on how many pets you can have and the size/weight of your dog. Security is provided by The Estates during the evening hours to detect and deter illegal activity. One of the amenities which is longer allowed is the car wash. This was a result of a complaint from a resident who contacted the Health Department and complained about the resident's soap from the car wash being flushed down the storm drain. As a result, the inspector came out and determined that it was a violation and ordered the COA to shutdown both car wash locations. Lastly, the current Board of Directors are onsite everyday to address issues that the residents might have and have made it easy to reach them if any resident has questions or concerns. The Estates is the best kept secret on the peninsula and a very special place to live! Cheers!

Do you love HOAs which claim to set rules "for the benefit of the people" when it really isn't? Congratulations, the Estates in Rolling Hills Estates is the perfect place to live for you! For those of you who physically cringe and twitch at the sound of the words Home Owner's Association, steer clear of this place. There are other townhomes and apartments further up the hill. Now, onto the review... The Estates is located on the border of Torrance and Rolling Hills Estates. Due to its close proximity to Torrance, you're not far off from any shopping necessities you may have. There's two movies theaters close by and a gas station and a Ralphs within walking distance. The are ample schools nearby in the PVPUSD district. On site amenities include guest parking, community swimming pools, a rec room, on-site coin-op washing machines, communal barbie, two tennis courts and plenty of vegetation. That's where the nice things stop. If you are physically disabled, meaning you require assistance to get to places, whether it be through a wheelchair, walker, or any kind of walking aid, this is one of the worst places to live. There is no disabled access anywhere and due to the poorly designed/lack of convenient pathways, getting from one side to the other in this complex is a chore. Secondly, there are stairs EVERYWHERE - not only does this make moving into this place a nightmare - if you have a disability that prevents you from walking/walking well this place will be very unkind to you. There are elevators in the condominium units, though it is interesting to note that the one in my building had a inspection permit that was 7 months expired. Secondly, if you live in a condominium and not the townhouses, you won't have a private garage and instead, you'll have to enjoy the mediocrity of the parking facilities provided by the estates. Hidden lane, as much as it is "hidden" is treated as a normal road, and as a result you are forced to move your car every three days or else they will tow and impound your car (They are very strict about this). There are white "spaces" on the street which are designated parking spots- small enough for a car such as a Honda Civic, or something a bit larger such as a BMW 5 series but you'll struggle to park a full-sized SUV. There are frequently residents/guests that have no idea where the lines are and will double park, and good luck trying to find a parking spot here after 9PM. If you're lucky, you'll be given a carport style-spot, which means you'll always have your parking spot when you come home, you don't have to move your car every three days and you won't get tree sap on your car. Aside from these three benefits, you can still enjoy getting pollen blasted all over your car from the numerous pine trees that surround the entire grounds, and the occasional break-in. If you are a car enthusiast, DO NOT move here as there are numerous speed bumps to scrape your car on, and the two main entrances have steep rakes which can rip your splash guard clean off. Fortunately for most (if not all) of the condominium owners, you'll be parking in the semi-private parking underneath your complex (What I mean by semi-private is that anybody can walk into the garage, but the main gate requires a remote to open). The garage has some open areas for wind and debris from whatever construction project the HOA has demanded to fly in and coat your car in dirt. The parking spots are also bizzarely assigned, so your spot may be 50 feet away from your next door neighbor, while the car that parks next to you might belong to someone who lives on a completely different floor to you. Have you gotten dirt/pollen on your car from parking at the Estates? Don't worry, you can wash your car....down at some coin op in Torrance. There were car wash "stations" on site (which in reality was just a hose next to a trash can), but both have been PERMANENTLY removed without warning on 10/26/17. Don't try to hook your own hose up to it, they've shut off the water to both stations and you'll get FINED if you somehow wash your car on site. Yes, you read that right. FINED. Now that we're onto the subject of money, let's talk about the HOA running the Estates. One rule they passed a few years ago was the ability to have a dog on the property , with a few rules - most notably having to submit your dog's DNA to the managers so they can have it on file to match it up to any dog droppings which haven't been picked up, then track down the owner and fine them. Now, I'm all for responsible dog ownership and cleaning up after your dog, but having a gestapo force for dog droppings is completely absurd. The fines cross over for barking dogs as well. The HOA don't live here. You shouldn't either.

This is one of the best places to live at or rent. Most of the units are what you would call…read moreModern Lofts where everything is drywalled and finished but still have tall ceilings (9'5'' to be exact) and a single floor plan layout with no walls. Although most of the units still follow the Loft style, some owners have modified the style to fit their personality and therefore some units now have a regular condo feel because the owners have placed walls to divide bed room(s). Others have installed sliding dividers. One of the great things about this location is the proximity to freeway, waterfront (fountains, bike path, museum, red car trolley), restaurants such as Mishi's Strudel, San Pedro Brewing Company and a Ports o Call Village, many hair salons and grocery stores and art galleries. This a great place for those who want to be in the city but at the same time experience a home town feel. You can do things like go walk on the waterfront, ride or run to the Cabrillo beach or visit the Aquarium or Maritime museum, Hike by Korean bell and friendship park or go to Palos Verdes and hike the many trails or visit Trump Golf Coarse just minutes drive away. If you have friends all over LA this is a great place too because you can get to Long Beach and hang out at the various nice locations or go to Down Town Los Angeles in a matter of 20 minutes. The drive to Santa Monica is relatively fast if there is no traffic too because you don't spend too much time getting to the freeway.

The building itself is extremely old, and the smell inside is unbearable. There are also numerous rats and spider webs in the corners of the popcorn ceilings. The exterior of the building needs power washing, and the City of Los Angeles should intervene. I can't understand how anyone continues to live here. If you're considering moving in, please avoid this property. **1380 W Capitol Dr, San Pedro, CA 90732** 1. The property is infested with large roaches. 2. There is an infestation of both rats and mice. 3. There are serious and ongoing plumbing, drainage, and sewage issues. 4. There is a persistent foul odor in the hallways and units. 5. Kitchen sinks, bathroom sinks, and toilets are frequently clogged. 6. Water is turned off for parts of the complex at least once a week, sometimes for several days. 7. The building is not up to code and requires extensive repairs. 8. Vehicles in the "secured parking garage" are frequently vandalized, including stolen tires, wheels, plates, and damaged bodies, despite security patrols. 9. Feces and dead birds are left uncleaned on the property. It is generally filthy. **DO NOT BUY, RENT, OR LEASE ANY UNIT HERE. IF IT'S ON AIRBNB, AVOID THIS BUILDING AT ALL COSTS.**

It was once a nice place, but in the past few years, it has totally gone down hill due to management letting go of the great plumbing and custodial team. Music blazing that comes through the walls and straight into my bedroom and living area, the pounding of the same obnoxious music pounding over & over from the next-door neighbor which does include the following hours DAY, NIGHT AND EARLY MORNING LIKE 1:45AM, 3AM, 2:45AM. Beware before you buy here. Unless you got it long time ago like me, do not waste your money here. Buy somewhere else. This place is old, and I'm too emotionally exhausted from the experience of living here for so many years to go into all the details. MOVE OR BUY AT YOUR OWN RISK. They have coordinated the installation of new glass railings, drainage system, reinforced columns in the parking garage and painted the building all this year. The buildings and landscaping require a significant amount of attention and maintenance and this BOD has stepped up. Nothing is perfect and as with any structure things always come up. For those friends of the board, rules and regulations don't seem to exist. Moreover, an on-site broker seems to have a property monopoly, and tries to represent both the buyer and seller when possible. Very unethical and unfair...and maybe illegal...? During my first attempt to purchase, my private realtor was not "allowed" to broker the transaction, so we decided to dissolve the deal. It was a shame. Politics... Again, I agree with Amy: there is a bombastic board member who walks around, adorned in politically branded apparel, and he is rude and demeaning. Since I am young, he asked if I "belong here." It infuriated me, but I approached him nicely only for another dose of his arrogance. I get the impression that leadership experience among board members is in the lacking. Those who reign probably haven't had much of an opportunity to do so in careers and personal lives, so the minute they've been given an iota of power, they use it despotically, unequally, and unfairly. One lady recently accused me of conducting business in the community center, which is both untrue and unfounded. Moreover, rather than address the concern with me, directly, she gossiped and spoke about it with uninvolved parties. Very unprofessional. I give the community three stars because it's paradise. It's absolutely beautiful...and I'm an expert and dealing with jerks, too. In fact, I woe betide the regime and cronyism; I am well-known and respected in Palos Verdes, with friends and support outside the La Rotonda confines, and should I choose to stay here, I have the courage, means, and legal support I need to put an end to the terror. I will not tolerate discrimination, inequality, or harassment...period. I'm a third of the age of most people who can afford these units, but I have five times their energy and support. I'm not afraid to use it to effect CHANGE.
