Other tenants have described them as "slum lords." Bigelow has a deserved reputation of not caring about tenants. They are passive and will avoid doing any professional work, especially when it comes to contacting/working with other companies. One of the other tenants had an issue with the apartment complex next to us. Kids were throwing rocks over the fence, damaging cars. She reported it to Bigelow multiple times, and even went to go over to talk to the other complex, a position she should not have been put in. She only solved the problem by moving away. I have video proof of kids throwing rocks over the fence. Another time, after heavy snowfall, I came outside to find the parking lot fence between the two complexes propped up by 2X4's. It was evident that the snow plow had pushed too much snow against the fence, causing it to buckle and hit my car. Their solution was to prop up the fence inches from my car, as if it had not fallen (even though the scratches on my car proved otherwise). After contacting Bigelow, I was told to fill out an insurance claim and mention the other company. They would not do anything else. People would also park in the Bigelow parking lot, taking tenant spots, and walk over to the apartment complex next door (most likely to do drug deals). Bigelow would do nothing about it. In my final year, there were multiple bed bug problems. Bigelow came through and did bed bug sweeps twice with two different companies in the span of ¾ months. The second time, Bigelow put lists on our doors only a couple days in advance with the things expected from the tenants. These expectations included: washing all items of clothing, stripping the bedding, vacuuming, moving all furniture away from the walls, and leaving the apartment unlocked. This is a lot to ask of people who have real lives and work long hours. This list was also clearly meant for a house, and not apartment tenants. I came home to find my furniture moved and my place torn apart. It appeared they started doing the inspection, and then gave up. I received a non-renewal lease notice a couple days later. There was no other communication from them. I called them about the bed bug cleaning, because I was still living there, and they told me they would do it after I left. As I was leaving for work another day, I witnessed a Bigelow employee standing on her phone as people worked in the apartment. I asked her if it was normal to not watch an outside company inside of their apartments, and she told me to mind my own business. I have stayed in contact with tenants currently there. I am under the impression no bed bug cleaning services have walked in the room. The front door had a bullet hole in it for about 6 months of my tenancy. For the first year there was no exterior door lock. Homeless people would sleep inside. There was a week in the middle of 0° weather where the heat was broken. They gave the tenants a small heater that could barely heat a single room. Maintenance is a joke. My closet door fell off, and instead of replacing the hardware, they replaced it with a different closet door that had a different stain and varnish. It looked terrible. My partner had property stolen from their car. The website is completely inaccurate: my location did not have a carport, and the photographs were not representative of every unit. They almost never plowed. I once missed work because of it. When I called, they said "it's snowed everywhere". The communication of Bigelow is non-existent, they put misspelled forms on your door, and have repeatedly hung up on me in the middle of conversations. Kim has also lied multiple times, and Sarah will say whatever it takes for you to leave her alone. One time I had a billing problem, and when I called/spoke to Kim she did not help/told me the business was closed when I said I was going to come in and talk to her. I drove to the building and walked in to talk to her face to face. Her attitude made it clear that lying to avoid people is a common thing. The emergency number cannot be used as an emergency number. I once had an after hour lockout when the key provided by Bigelow broke, and it went to voicemail multiple times. I got a text saying "I am in a meeting, I will call you after". I had to call the Green Bay Police to get in contact with Bigelow. When the maintenance guy finally showed up, I showed him the broken end of the key. They would not bring me a replacement. They will also nickel and dime you for every little bit on the security deposit. They charged me 100$ for room cleaning, and a tenant who still lives there told me they have not cleaned at all, and have just repainted. There was also rust on the radiator, and a window in the shower with wood frames. DON"T RENT FROM THIS COMPANY!!

Second, if you are renting and someone wants to buy your place they will evict you with 4 months notice. Third, you pay for a parking spot but if an owner wants your spot you will get moved and they won't even ask you. Fourth, they don't take online rent payments so you need to write checks. However, the location is great if you want to walk to restaurants and taverns.

I agree with the previous reviewer - the insides are cheap and the rentals below average overall. We had a leak over the Christmas break and when we returned, there was sopping wet carpet in an area approximately 3x2. When we reported it, it took them 24 hours to respond. When they did, their repair involved tearing up our balcony and caulking the balcony door. They did not pull up the carpet nor did they pull up the pad so it obviously mildewed, as did all of the window sills - where the sill was pulling apart from the window itself and surrounded in black. There is essentially NO soundproofing whatsoever and we constantly heard parties in the adjacent unit where people would sit in the hall, run back and forth yelling and drinking by the elevator. We reported this but it kept happening so I assume nothing was done. We also had two door decorations stolen - a Christmas wreath, which I later found on a security light and a Mardi Gras wreath which had the mask ripped off and which I never found. All of the baseboards are coming apart at the corners and we had to call maintenance multiple times because our sinks and toilet kept stopping up. Upon moving out, we used the carpet cleaner management suggested (after we had the carpet near the balcony dry cleaned) and we had a maid service clean the apartment. At the walkthrough the manager (who is new and maybe even a bigger nightmare than the apartment complex itself) thanked us for leaving the unit in such good shape; he signed the checkout document and told us he would send our deposit. We received it approximately 10 days later. We are now trying to rent a new apartment in Green Bay. We sent a deposit to a new facility and were shocked when they called us to say that we had gotten a poor reference from Riverside. The manager said that we had paid all of our rent on time and that we had never caused any problems. Then he said that he would not recommend us as tenants as after we left they had to replace the carpet due to the smell of cat urine. This was the first time we had heard anything about this. Odd, too, that we received a final check-out and our deposit back. When we called him, he said he felt like he didn't need to notify us because he figured we wouldn't do anything about it anyway. (We did have an old cat that became sick, thus a secondary reason for the dry-cleaning). After we pressed the issue he said there was nothing he could do as after we left he immediately turned the unit over to sales (which means that new carpet had to be purchased no matter what). We have since reported the manager and Riverside Place to the Wisconsin Consumer Protection Bureau who says that this is against the law. All of this makes me feel as though they are "pinning" the cost of carpet on us and then destroying our ability to rent another unit. We have since secured another place (as all of our other references were excellent) but had to put down an $1100 cat deposit. I could go on and on but this gives an indication of how problematic these rentals actually are. At $860/mo this is a total rip-off. If you insist on living downtown I would look into other rentals; friends of ours live in these and have been very pleased.

The units are a block away from Lambeau field with many of the units having a beautiful view of the stadium. One of the best thing about the Flats are the location. Standing in the shadows of Lambeu you are in walking distance of bars, restaurants and a ton of events hosted by Titletown. Every day there are events like Zumba, yoga, cocktail hours and so much more. You are a block away from the grocery store as well. The units themselves are very new with stainless appliances and very well taken care of. Many of the units feature balconies. The management team does a great job responding to any issues and always schedules fun events for residents. The amenities are good as well. There are a lot of outdoor areas (beautiful patio with grills and fire pits) a dog park, and secure package rooms. I would recommend Titletown Flats for the environment and newness of the building.

One bedrooms don't get a storage locker so garage became storage. Two bedrooms get a storage locker across the hall from apartment. There is no basement. Location is very nice. Quiet, albeit your backyard is Hwy 172 @ I-41. They built a noise barrier wall which helps but now the view isn't fantastic. Neighborhood includes a retirement community, church and nearby high school. Blocks from Oneida Street, banks, restaurants, and the mall. No dishwasher in unit, on-site laundry consisted of 1 washer and 1 dryer and the dryer took two cycles to dry cottons. A/C in the living room instead of bedroom. Maintenance takes A LONG TIME to fix stuff. Averages 1-2 weeks after request put in. Examples: my air conditioner was broken. Dials fell off and front plastic cover wouldn't stay on. Submitted a work order. They replaced the dials and that was it. Garage door wouldn't lock. Maintenance took 4 weeks to fix. I was lied to upon application regarding power to the garage. Was told it would be put in in the future by one of the landlords - Gary. The lady at the office who answers phone calls has ZERO customer service skills - treats you like garbage. Summary - If you're looking for a quiet, safe neighborhood and keep to yourself, this is a great place. Just pray nothing breaks cuz you'll be waiting a while before anything is taken care of.

More than enough storage in closets and garage for this "pack rat". Any request for repair or improvement to my unit was addressed, approved, and fixed within 1 to 3 days on average, except once when a part had to be ordered. The staff at the home office are professional and very reasonable as long as you show them the respect that anyone deserves. The on-site manager is a hoot once you take a moment to get to know him! Great to talk to and deal with. One last note....It has been years since new neighbors take also the time to make you feel like part of a close knit community. Hats off to you!

In July, Toonen reached out regarding lease renewal, which included a large rent increase of 14.5%. Although I anticipated a rent increase, I did not expect it to be 14.5%. I called the office to inquire if there were any plans for improvements to the apartment (i.e., replacing the old carpet, updating to hardwood floors, replacing old appliances, etc.) but NO, it was an across-the-board market-inspired increase. I was in the process of looking for a home (condo) to purchase, but the housing market being what it was earlier in the year, the search was going very slowly. I pondered the situation and knew if I didn't find anything by October 1st, I was going to suspend my search until spring. Eventually, I decided to sign the year lease, thinking it was unlikely I'd find anything by October and that by the time I started searching again in Spring and went through the whole process, I would be close to renewal again in 2023. So, late in the evening of August 3rd, after business hours, I signed the lease renewal. On 8/4, I received an email around mid-morning, confirming Toonen had received my renewal and also signed it. An hour or so later, my realtor texted me about a condo that was coming to market, within my price range, and was I interested. And I was definitely interested! I immediately called the Toonen office and spoke to Tina. I was very transparent with her, and asked her if we could negate the JUST-signed renewal and sign the bi-monthly renewal instead and she said no. I was disappointed to say the least, that less than 2 hours after completing the renewal there was not even a consideration. Nonetheless, I viewed the condo, loved it, and put in an offer and my offer was accepted. On 8/11, I submitted my formal 60-day notice that I would be vacating by 10/31/2022. Again, I contacted the office to see if there was any way Toonen would consider terminating my lease early. I had been an excellent tenant for +3 years. I'd always paid rent on time, followed the rules, etc. I was hopeful that Toonen would take all the circumstances into consideration, especially given that it was literally less than 2 hours after Toonen had signed the renewal and allow me out of the lease. My hopes were dashed. I was out of the apartment before 10/31. I'd been monitoring the apartment listings since August and apartments were renting fairly quickly. I again was hopeful that my apartment would rent quickly. Wrong again. Very little effort was put by Toonen into re-renting. I advertised it on social media, but my circle is only so big. I knew November would be rough for me financially as I got everything in order at my new condo, but that I would be able to catch up on the rent I was expected to pay on top of my new mortgage, HOA fees, etc. Unfortunately, on Nov 11th, my job was eliminated and I was laid off. So here I find myself, without income, with a mortgage, and HOA fees, with normal expenses (lights & gas, water bill, phone bill, etc.) and with a 2nd rent on an apartment that I don't live in. And so, I reached out to Toonen again, begging for mercy, to have the lease terminated. I would do my best to pay the rent they charged me for November and December, and their late fees, as quickly as possible, but for them to keep piling on rent fees every month meant I would be buried in debt. Mind you, Robert Toonen owns the following: * 5 apartment communities in the Green Bay area AND * 6 apartment communities in De Pere AND * 3 apartment communities in Appleton AND * 1 apartment community in each, Kaukauna, Little Chute and Menasha, for a total of 17 apartment communities; AND * 1 storage facility in Green Bay. He collects many hundreds of thousands of dollars every month, if not in excess of a Million... yet there is no consideration for the folks who are putting that money in his pockets. The unconscionable greed is sickening.

After we turned in our keys she looked at the contract and told us it would now cost $60.00 an hour. Then she shared that a new stove we didn't ask her to order was going to be our responsibility to pay for because it had a scratched surface. We were in our new home and never used the oven. Our rent is withdrawn on the first of every month on the 30th of the month we were told there was a rent increase we'd need to pay. We've lived here 6 years, liked our apartment and our, neighbor's but management has been fair to poor. You might have our experience and get naughty notes left on your door because you left your shoes on you patio for a short time. Or. Had a plant stand with 2 hooks. One side had a hanging plant the other plant hadn't been purchased yet. We were told to add a plant or remove the hanger. i fell by the dumpsters due to unsafe conditions a worker in the complex got out her car to see if I could get up. Seeing me up she got in her car and drove away. I wrote to Toonen and the manager to explain what happened and requested they fill in the hole. I never got a response from the manager or Toonen. The hole remained. A call to see if was ok is what a quality rental property would do. The rule is you can only have plants and patio furniture on your deck. Our downstairs neighbor told us the manager would stand by her patio and peer up at our apartment. We got reprimanded because she thought that the watering can inside our apartment beside the patio door was actually outside on the deck. Weird

I recently began looking at houses and found a home that I wanted to buy. Toonen refused to work with me regarding ending my lease and I believe that they are not interested in anything but getting more money from people. I ended up having to pay an additional 2 months of rent past my move out date. They also refused to give me my full deposit back because they had to clean the apartment after I moved out. I spent over an hour cleaning my apartment before turning the keys in. When I called to explain that I had left the apartment in good condition and that I expected my full deposit back I was told that the housekeeper said otherwise and I would not be refunded the other half of my deposit. I would not recommend renting through Toonen Properties and was highly dissatisfied with them.

Northern Management…read more I'm sick to my stomach writing this review. I was located in a bottom unit and came home on Wednesday July 4th to my storage closet flooded due to my upstairs neighbors lack of common sense to contact the property's maintenance team to have a leak looked at which turned to a huge problem. My family ends up being displaced for over 2 weeks. We are a US MILITARY family. I get the pleasure of dealing with ML ( who conveniently left a week after this happened) who at first makes an attempt to tell me the unit would be fixed in a few days time. (FALSE) a few days pass and we visit the unit to grab more clothing while being displaced. At this point the ceiling is wet and stained from the damage and the carpets are damaged from water. I am told by Michelle Lane that they would rip up the carpets to dry them out and they would possibly be replacing the ceiling. After this any future attempts to make contact with M fail, no one in the front office would answer calls (I never called repeatedly, maybe 2-3 times over the course of their normal business hours) A few more days pass, Northern Management decides to rip a hole in the ceiling and put units in the ceiling to dry the ceiling out. (not the correct way to fix this problem) I get news that the apartment should be good by Wednesday July 12th. I cancelled the rest of my hotel reservations (we don't have family to stay with in town) and come home on my work lunch break to check things out. There is a hole in the ceiling in the storage closet and a trail of insulation through the whole unit, doors still ripped off the frame, and black mold in the closet ( we think this is from not knowing the neighbors and a leak for quite some time, and this is not an area of space we utilize in the closet so we didnt know it was there) So now I'm fed up, after over $1,000 in hotels, living out of suitcase with my family, I call the city. Since our 3 year old daughter resides in the area with the black mold, it becomes and issue of health. I was told they would contact Northern Management to have it resolved. OF COURSE they contact me not even a day later to come get it fixed. They painted over the water damage. They only sprayed the black mold, and patched the ceiling so poorly it looks like it could fall at any time. I also filed a complaint with the Department of Consumer Protection/Division. In which DC lied about the timeline of events. We were compensated $320 which we decided to use for our rent. (which we did have even though we did not stay in the apartment for almost all of July) I was promised $80 each day we were not in the unit by ML, was never followed through on. We are a family that would never harm a fly and were completely not in the wrong at any time for any of these events and were treated so miserably and wrong by ML and the other staff at northern pines office and corporate. I know alot of other peoples reviews I have seen have been completely opposite of mine, but they never had to deal with managment in the way we have. So I urge anyone looking to rent to proceed with caution and make sure you have renters insurance and ALWAYS have a paper trail for any encounters with management of any kind from Northern Pines. I hope you have pity on any future families with encounters like this. We are an innocent hard working family probably like yourself and your family and you completely robbed us of any hope or happiness we had for the last 3 months.

The visitor parkin is far away full of snow or the street is where they will be walking from in the snow n Ice! Each resident allowed 1 car spot n one garage( which garage doors are broke no way to get in them then no one fixed them in 2 wks)and (no handicapp apartments). For 1 resident to take the Only handicapped parkin when she's already got a parking spot in Front of her door!!( now she gets 2 spots) So you cant have parents visit you living here. I came to visit wss yold to park in snow bank and I got year round handicap tag. N you visitors will be towed..if u dont park in snow mounted parking area or street.. Did I mention they take controll of your water bill when u vacate ? Take it out of ur security deposit charge u 15$ too for it to go back into thier name besides fee for moving in and monthly service! Crazy!
