All the buildings are well maintained, and the property manager and service staff are always courteous. The staff is always on top of general preventative maintenance, which is in stark contrast to a lot of places I've rented in the past whose rules were, "if it ain't broke, don't fix it." We started in a one bedroom apartment, and decided to upgrade to a two bedroom apartment in another building when our first year lease was up (the huge difference in space is well worth the extra money). The surrounding area is quiet residential, with various parks, a golf course, and access to I-81 all within a five minute drive. The only issue we've noticed since living here is that the sound-proofing between upstairs/downstairs apartments is pretty poor. If your neighbors (or their TV or stereo) are at a noise level louder than normal inside voices, it carries pretty well through the floor/ceiling (interestingly, we've never heard anything from our neighbors on either side of us). The rent could probably stand to be a bit less, but you'd be hard-pressed to find an apartment with the same level of service and excellent neighborhood for any less.

They got rid of designated parking spots, so now I have neighbors who park in spots that have lines saying dont park here, you call and ask them to look into it, they still dont. I write emails to them about small maintained things, dont get an answer. I had an upstairs neighbor so unclean we had a fruit fly infestation. They go upstairs and deem him responsible since we share drains. They insist theyll do monthly checks (and haventt done so!) and told me I should be neighborly and ask him if he needs help. Sorry, in what world? They never maintain any outside landscaping maintenance, said they stain our porches but havent so everything is a mismatched color, it smells like garbage outside 24/7 due to the plant next door, etc. Spend the extra money and go somewhere else where they actually care about you and the quality of your life.

Close to everything…read more Within the apartment though: cheap carpet, very old appliances, kitchen cabinets from 1950's, no washers or dryers in the unit nor balcony. When wanting to transfer to a different empty unit, because that one unit has washer & dryer & balcony, you're asked to pay whole full months deposit again, plus $500 transfer fee, which would equal over two thousand dollars plus a months rent. Here's just a few of the things we had to endure. 1. The walls and ceiling were paper thin, so we'd hear the person above us in their rocking chair at all hours of the day and night. 2. The wall mounted AC units (similar to a hotel) were drafty and let in cold air, so I had to stuff old rags in the pull out filter so the rooms weren't chilly. 3. Bugs in the apartment. In fact, we received a letter from the apartment staff alerting us to a bedbug problem and they had to spray in our building - a week after moving in. 4. People smoking in the foyer, so our apartment smelled of cigarettes. They didn't want to go outside since it was cold, so the hallway reeked of cigarettes and eventually made its way into our unit. 5. Automatic utility charges to our account. And they calculate this by sharing the cost between all the residents of the building. So we paid $22 a month for water, $38 a month for sewer, $13 a month for gas, and $5 a month for trash. Not to mention a $7 monthly service fee and 2% charge if you pay online. And we paid electric on our own separate account. 6. Crazy neighbors across the hall had the cops show up late at night on a regular basis, banging on their door to wake them up as they searched for the fugitive boyfriend. This one night the guy crawled out of the window to escape as the cops were talking to his girlfriend at the door. They catch him in the parking lot near my bedroom window as the squad car lights flash through the window blinds. Yeah, it was worse than some bad sitcom. 7. Ceiling heat vents made loud noises as they cycled on and off - this odd clicking sound that would happen at all hours to further aggravate us. Simply put, Camp Hill Plaza was the worst rental experience of our lives. Overpriced and dilapidated, it's only redeeming quality is the location, near route 581 interchange.

    It's always nice to come home to a comfortable place that you actually want to be, Lofts at 909 was…read morejust that. Just about everything in the building is of good quality. I loved the rain shower head, incredibly comfortable bed, warm lighting, granite counter tops, dark wood kitchen cabinets, and enormous windows. I'm not sure where else you could find an apartment that comes with 2 LCD TVs, 2 original paintings, a leather couch, dishes, towels, sheets...it is literally move in ready; you don't need to bring anything at all. Mayur is hands down the most friendly landlord I've ever known - I'd recommend taking a tour of the place just to meet him (and to see this incredible place). Pros: Close to everything in Harrisburg, nice furnishings (mostly Ikea), only have to write one check every month (cable, internet, electricity, water, sewage, trash, parking, etc., is all included in the rent), very quiet neighbors, jaws drop on everyone that visits, somehow the entire building always smelled really good...I'm sure I could go on for a while with this Cons: It is very expensive for Harrisburg...if you look at the most recent census this place is literally off the charts for a Harrisburg apartment - but you do get what you pay for (plus it is pretty much all inclusive). The apartments are on the small side; mine was around a measly 550sqft. A few times the toilet wouldn't stop running (it's not your conventional flapper toilet so I had no idea how to fix it)...maintenance fixed it promptly when called. It took a few months to get a key to the mailbox - I eventually just went to USPS to buy one. I am still trying to figure out why it's "Lofts" at 909 because it isn't a loft...just an apartment with really high ceilings.

I've lived at Union Flats since May 2022, and while the…read moreapartment looks modern on the surface, the experience over time has been one of neglect, disorganization, and complete lack of accountability from management. 1. Chronic Noise Complaints -- Ignored for Nearly a Year We began reporting severe noise issues with our upstairs neighbors around December 2024/January 2025. These weren't just occasional disturbances -- we're talking constant, disruptive stomping, yelling, throwing parties, sometimes shaking our walls and ceiling. Typical college frat behavior and an absolute nightmare. We submitted multiple noise complaints via the resident portal and received no response. We eventually followed up through direct email. At one point, a staff member named Melissa finally responded, telling us to contact Hampden Township Police ourselves -- essentially washing their hands of the issue. She also requested audio recordings for legal documentation "if the situation escalated." We provided those recordings. No follow-up. No updates. No indication anything was done. We were left guessing based on whether the noise slightly improved, but eventually it escalated again. This past weekend on September 21, 2025, their party, their TV and voices were so loud, we could hear it from the building entrance hallway. The stomping and crashing sounded like full-on wrestling matches. We had no choice but to contact police, just like management originally told us to -- because they did nothing. 2. HVAC Failure -- Another Example of Neglect This isn't our only issue. Our HVAC cooling broke and remained broken for nearly six months from Oct 2023 going into Spring 2024. We were told by management that they couldn't fix it until the weather got warmer, and then when a warm spell hit, we never heard back. We had to reach out again just to get basic air conditioning. Our apartment's thermostat read 88 degrees at one point while the call center agent we got directed to couldn't even find our original maintenance ticket because it was submitted in Oct 2023 when I called in 2024 to follow up. Union Flats has a chronic issue with broken HVACs throughout the complex. Their go-to excuse is that they must "wait for the HVAC vendor to be on site," which can mean waiting weeks with no air or heat while they give you this dinky air conditioner window unit that barely cools the living room itself. There is zero urgency when it comes to resident well-being. 3. Empty Marketing + Lazy Copy/Paste Responses Meanwhile, we're constantly spammed with emails about their new EV charging station -- as if that's more important than working HVAC systems or basic peace and quiet. And anytime someone leaves a negative Google review, management responds with the same robotic, copy-pasted message: "Thank you for taking the time to leave a review... We're sorry to hear your experience wasn't positive... Please email us at unionflatsmanagers@wpmllc.com." If they valued our feedback, they'd stop ignoring complaints, losing tickets, and forcing residents to deal with police just to feel safe in their homes. Over and over again, Union Flats has proven that they do not care about tenant wellbeing. Any problem you have from loud neighbours to broken HVAC units will be handled as slowly and vaguely as possible. They've raised our rent every year and it's not worth it. This place is a money machine, not a community.

Things we like: -The maintenance crew is incredibly helpful and kind and has made sure that when they needed to come in and fix the plumbing, that the time worked for us with having a newborn. -Its nice to have a bathroom in the primary bedroom. Things that we absolutely hate: -Rent is incredibly expensive for paper thin walls and facilities that are mediocre, at best -Management is unresponsive and not very kind -Our rent has gone up a lot since we moved in for no reason other than inflation. They would rather lose respectful, clean tenants that have never caused problems than keep their rent at a reasonable rate. -They have no idea how to manage recurring payments. They've forgotten to add the pet fee for over a year and a half and then when we said that was their problem, not ours and we weren't paying it back, they said they would "let it go this time". -When we broke our lease 3 months early due to buying a house, they said they would only honor it if we complied with their BS rule about paying an additional 2 months rent even though they routinely brag about having a waiting list. The money grabbing corporation is atrocious. -They guest bathroom tub is incredibly small. An average sized adult can't take a bath. -They heating/cooling system is in a closet in the living room. The only place to put our TV is right next to this closet. When the heating/cooling is on, it's so loud it's impossible to hear the TV unless you turn it way up. I get that the renting world is messed up all around right now with slumlords, disgustingly high rent, and low quality housing abound, but do yourself a favor and look elsewhere.

Other posters are right about the lack of parking, which wasn't an issue for me when I first moved here. Bug problems (other posters are also correct about this) mean that pest control will come in and out of your place regularly, sometimes planned/expected and sometimes not. Maintenance will also feel free to come and go whenever, unless you fight hard to stop it. Rent *will* go up $20-30 monthly every year if you decide to live here, although I was told there would only be small (or no) annual increases before signing a lease. Photos will show you a rooftop deck, and while the view's fantastic, furniture keeps diminishing and it's kind of a wreck up there in reality (certain tenants share a huge piece of the blame for that). Stairwells continually have dirt, trash and dead bugs, seems like only halls are "cleaned" and then not always frequently or well. It's a good location and view, and the apartments themselves have some character over standard "cookie-cutter" buildings ... if you don't mind all the other stuff.

Ann was so helpful--she was patient, informative, and was able to organize everything over the phone. Once I arrived, everything was smooth sailing. The building is older, but has so much character, and everything is kept up very well. Also, the maintenance team is unlike any other. Joey and Carlos were always a phone call away. Anytime I had an issue they made sure it was taken care of immediately. They are truly so kind and so helpful! Everyone at the Grayco is there to make sure that you are living a comfortable and stress-free life while being a tenant. The entire staff is unbelievable and you will not be disappointed living there!

I was away on business when my wife (for the first time) had to take care of all the arrangements by herself. The staff was there to guide her through the process very quickly. She wanted to surprise me with everything being moved in by the time I finished my business in AZ. Cable and amenities were all in place by the time I arrived. I feel the building is very accommodating with its Barbershop, Gym and restaurant. Even though there are other shops here, these are the essential ones to me. Yes, someone was teasing about older people living in the building, like me, 55 years young. But, there are a lot of those 'baby-boomers' and young people living here too, a nice, diverse environment. Plus, the location downtown is fantastic. I can get to wherever I need to go. If the bus (least expensive I have found) can't get me there, the highway system is very good. I would recommend this place to anyone who needs a nice, comfortable, affordable apartment to live.

    Update after Move Out: I lived in Old City Hall for 4.5 years and had overall an okay experience…read more Location is convenient but rent is very high for the area; parking is $85/month in the lot and $125/mo in the garage. Utilities run high because of the loft ceilings. Kitchens have cheap cabinetry, flooring and appliances; bathrooms are extremely small. One bright note is that Maintenance staff was great and speedy in repairs. Be sure to negotiate; I found out after the fact that I was one of the very few suckers who actually paid a $20/month pet fee during my entire stay here. One of my good friends actually had TWO dogs and didn't pay a cent in pet fees after only putting down a $99 security deposit. Management was changed towards the end of my stay and things started to go south soon after they took over. A new gym for the building was promised and supposedly in bid stages during spring 2011 but nothing materialized as of November 2011. My car was broken into and vandalized in June 2011 in the parking lot which has about FIVE video cameras; when trying to assist the Police and Insurance Company with information, I found out after the fact that the security cameras did not record activity. I was told not to tell any other tenants. I asked Management to put up No Trespassing signs as there are many vagrants who wander through the parking area, but none were ever put up. Upon move out, on site Management charged me $655 to replace carpet, as well as nickel and diming me on other issues. The old Management Company told me that carpets are changed every 4-5 years at their expense. I have never lost a security deposit ever in my life; this management company must be hurting for $$$. UPDATE: The Area Manager worked with me to resolve this issue. Thank you, Jason! At time of move out, I was paying $1175 for an 890 sq foot one bedroom apartment. Based on high rent/utilities, noise, increasing vagrancy factor and unscrupulous management practices, I would not recommend anyone live here.

There are no environmental laws that require landlords to clean up mold and hazardous situations. When I lived there, there were pet smells and food smells coming from the vents, especially the one over the stove. However my biggest complaints was management being bad at math. When I paid the rent, sometimes it was credited to another apartment above mine in the wrong amount. I had to prove that I paid several times. KEEP YOUR CANCELED CHECKS and credit card statements. After I moved out, they refused to return the deposit and said I still owed $434, but could not tell me what the fee was for. Also the deposit was $1023!!!! The escrow account on the lease did not exist and I never got my deposit back although I kept the apartment looking immaculate and even professionally decorated. I finally had to leave due to mold issues. In fact most buildings in that area are infested with mold, even the office buildings. The following link shows how my apartment looked.
