I wish I could give Hawk Lee zero stars.
We first met him in 2009. We had bought a house that needed a new foundation. Our contractor brought in Hawk Lee to do the engineering for the job. That job went well, the permits were acquired, the work was done well, and we were happy with it. Five years later we were looking to build an addition onto that house. So we decided to hire Hawk Lee again because we had worked with him before.
Hawk comes across as a nice guy. He came over and we discussed the project and he started working on the plans. It took a surprisingly long time before the plans were submitted, but that finally happened. Then, nothing. We waited and waited and waited. He told us the plans were rejected and needed some alterations, but he'd work it out. Then nothing. More waiting. I tried to contact him to find out what was happening. Emails and phone messages day after day after day after day after day. No response. Nothing.
Daly City has a six month schedule where the permits need to be issued and in-hand by six months from initial submission, or else you have to pay an additional fee to extend the process another six months. We were getting dangerously close to the six months. So I finally called Daly City planning dept. to find out what was happening with my plans. We had believed Hawk had resubmitted, to fix the minor issues. But the City told me there had been ZERO resubmissions. The only submission was the original one that was rejected for alterations.
So I try to contact Hawk again. More emails and phone messages, day after day after day after day after day. No responses from him. I finally left him a phone message and an email where I told him that if the plans were not resubmitted by X date, then I had no choice but to file a complaint with the California Engineering Board (whatever the State licensing board is for engineers). Next day, he called me. Wow, that never happens. Hawk doesn't use the phone. So he called me and said, he's on it, he's got the issues fixed, he's resubmitting.
By this time, we were simply fed-up. We had paid him $6k for this work, we had no confidence that the plans would be approved, we were right up to the six month deadline and expected to need to pay the fee to continue the process for another six months. So we sent him an email and told him we want to just cancel the job, I called the City planning dept. and told them to cancel the review of our plans, and we called it quits. Of course the work contract stipulated that if we cancel the job, he keeps all the money paid so far. So we got no money back. When I sent him the email telling him we want to cancel the job, we got a one letter reply: "K". That is typical of his communications, when he even bothers to communicate at all.
The whole frustrating process took about ten months, and cost us an additional $1200 for the City review fee, in addition to the $6k we paid to Hawk.
We would never recommend that anyone ever work with him. read more
