I've lived in three apartments in Charleston over the past 6 years I've been in Charleston: Unique,…read moreUniversity Village, and Youngstown. This is by far the worst Apartments I've lived in. I paid 500 dollars a month for a small one bedroom, no utilities included. It was completely unbearable to live here because I had asthma and the last tenant smoked in the unit. The management did nothing to help me aside from tell me to clean it myself. The reason I didn't check it out beforehand is because I thought the Apartments were cute and I was offered a midyear teaching job and needed a 6 month lease right away. The management seemed nice enough and I had checked out the Apartments when I was a student at eiu. The lease says that you will not be charged for regular wear and tear. The Apartments are completed outdated so the screws in my stove came loose when I cleaned the top pans, the blinds were brittle and fell off near the balcony, the bulb in my bathroom was off before I moved there, the air conditioning unit went off when I was there, the list goes on. I understand that things fall apart and not every apartment is perfect but the management does nothing to help these things. She actually charges you for regular wear and tear. In the spring she constantly shows your apartment (3-4 days a week). One day I was home sick from work and she just keyed into my apartment. She basically used my apartment as a model unit and had no respect for my space instead of using one of her own units for this. When I moved out she charged me 176 Dollars for cleaning and I never got my security deposit back even though I broke nothing, reported wear and tear, and cleaned the apartment. I left it cleaner than it was when I entered and she still charged me for professional cleaning. In her defense she sent me a picture of dust that collected in the month that I moved out and a picture of mold in my fridge because I turned the electricity off when my lease ended. Well of course there will be dust and mold in an apartment when no one has lived there for a month and there is no electricity. She also painted the apartment after I moved out. She basically charged me for what the smoker who lived there before me left behind. If I wasn't a teacher or knew a lawyer I would take her to court. Like the last reviewer said take pictures when you leave with a newspaper of the days date. It will be your only legal defense against this illegal management.

Now, that I'm free of my lease and I can't be belittled every time I step into that office, here is…read moremy review of Youngstown Apartments. The apartments themselves? Decent, pretty cute, could use some maintenance. (Even though they take our deposit to do 'maintenance' it seems like nothing gets done.) Now, let's talk management. If you don't mind living in an apartment where the apartment manager treats you like trash? by all means, move into these places. The apartment manager (Jennifer) was the rudest lady I have ever met. Once I signed the lease contract it was like something switched in her and she became this awful human. When I moved into the apartment it had roaches in them, like the first day,I brought it to her attention and she told me to keep cleaning and just wash hot water down the drains. Then she basically told me they were might fault. The place was a mess when I moved in, but I'm sure since her daughter lived there before she didn't bother even stepping in there to clean it. There were things left in the dishwasher, trash left and things left in the bathroom. The 'maintenance man' (AKA her son) would come to the apartment unannounced. One time he came when I was working thirds and still asleep at noon, knocked once, let himself in and left the door open. When I finally got myself out of bed I noticed my cat making a break for it out the door. I would notice tracks in my kitchen floor when I would come home from work or class. Clearly not mine because they were men's boot tracks. When I needed something fixed, for example my door handle, she would just tell me I'm not using it right and that eventually someone will get to it. It took a week for her to get the door fixed (i had locked myself out of the apartment, not because my own fault but because the door kept jamming) and the only reason she came was because she was doing a showing and FINALLY noticed the handle was broke. She showed the apartment about 4 to 5 times a week giving little to no notice on when she was going to be coming. When we moved out, it took her a whole month and a half to send up the 'rest of the charges' for the apartment and charged me for things I know weren't true. Then threatened to send me to collections for $28. Enough ranting, like I said, the apartments are cute, it's the management you need to look out for.

The roofs need to be replaced, however, instead of replacing them they just put blue tarps over the damaged areas. Stairways are rusted and boards are falling apart. Some ceilings have water damage.
