They don't want to "promise" labor would be a certain amount so they just set that to 0. The original quote was missing $900. When I called to complain, I got a very "generous" $70 off. We called and within just a couple of weeks they came and removed the old cement edge and replaced it with a much deeper cement edge. They replaced the soil and mulch perfectly.
