I have lived here for a little over a month now. When I moved in, I had to clean my own apartment since they did not clean between tenants, I currently have toilets that do not flush properly, a furnace that rattles likely because the blower needs to be serviced or their a loose panel, they initially tried to make me sign a fee replacement for ADA related items that was four times the normal price, and I've unfortunately realized at this point with a dishwasher/disposal system that doesn't work correctly, a stove that I have to Jimmy to turn off etc that the reason why the workforce and mpdu housing for this complex is always available is because they treat us like we don't matter since we don't pay as much in rent. They also advertised this as a two bedroom but there are no windows or other egress in the second bedroom and no heating elements in the bathroom. It's definitely not a good feeling to know they were willing to sacrifice safety for those of us working class folks. I moved here after leaving a rental that flooded. I should have done more research. Lesson learned, this year can't be over fast enough.

They just replaced all the treadmills, ellipticals, stair climbers with new state-of-the-art equipment in the two story high fitness center, and even added two Peloton bikes with free membership for residents. A huge rooftop terrace includes tons of seating options, three gas grills, a gas fireplace and a gas fire pit, and community herb gardens, all overlooking the incredible skyline of Bethesda. The Flats is in a perfect location in Bethesda Row, close to everything, with a WalkScore of nearly 100! We rarely drive our car, there are just so many great restaurants, cafes, shops and parks nearby. Bozzutto does a great job managing the building and scheduling special tenant events. The Flats is a very social building, and a great place to live. It's not cheap, but in my opinion, well worth it. Highly recommended!

The front desk staff are delightful and helpful- they always have a smile and are always willing to help. My kids loved them as well! I still go back and say hi sometimes when I am in the area- and definitely recommend this apartment if you are looking for a safe, clean, affordable, and conveniently located home in the city.

I rented a studio which seemed pricey, $1495 per month, but it was all about LOCATION LOCATION LOCATION. I didn't have a car, so location was important. It was only a 7 min walk door to door to go to work which was why I chose the apartments in the first place. But it had a great mixture of safe downtown feel close to the metro (8 min walk) and the neighborhood feel with locals walking their dogs around the capital crescent trail. I also loved that it only took 5 min to walk to Target or Trader Joe's, I'm jealous that I left right when the new Anthropologie was opened. The space and size were just perfect for me too. All the other competitive studios were either pricier or much smaller. I had awesome lighting with a breathtaking view of DC. At first it seemed annoying not having curtains or blinds, but I grew accustomed to waking up with the sun. With such great lighting I ended up being a plant lady and lining up the ceiling high windows with house plants. The best part was definitely the front desk and leasing staff. They were always smiling and saying hi and knew my name right away. Often I would go up to the elevator and Kevin would run out reminding me I had a package. They are all so thoughtful and like a second family, it made me feel safe and comforted in my new home. I am thankful for such a great experience in my year in Maryland.

Literally the only reason I still live here is because of the location close to work. I can't wait to leave. I hate driving to work, but I'm starting to seriously think about it. Bozzuto management was switched to Air Communities around 2023/2024, and this has led to a massive decrease in satisfaction with living here. MANY of the original residents have since left, citing poor management. When I first lived here (2019-2021), this place was very nice. The building was sold for $150 million to AIR communities. The new management is horrendous. RUDE, uncommunicative, dismissive, and reactive instead of proactive. We do not feel respected, part of the family, or even comfortable with asking for help in this building. Management is dismissive and uncommunicative. Concierge never communicates a hand-off between shifts, and many issues have occurred because of this. They will tell you they are going to do something but then it doesn't happen. The worst is the leasing office. They could care less about anything other than you signing a lease and paying money. There are so many things I could go on, but here are just a few. -premium prices without the service you expect for paying so much. I could get a 5000 square foot home in the country 45 minutes away for what I pay for a box and ride management here. -exceptionally poor communication when moving. Extremely delayed responses (or none) to important questions via email. Feel left in the dark often. -Elevators have been not inspected by the county for safety on time and inoperable for over a month at a time. -You pay $200 per month per car for "secure parking," but at least 10 cars were vandalized in the parking garage in early 2025. The gate is frequently broken or held open 24/7. -Treadmills have shut off in the middle of running at high speed. These treadmills have been here for many years, have BAD suspension, and are a safety issue but are never replaced. -Community free breakfasts, exercise classes, and dinner events have disappeared while rent increases regardless. -Smells in and beside the building have gotten horrible. Marijuana and incense inside, poop smell outside. In the back side of the building by Woodmont Ave it often smells like sewage when they are doing something (sucking poop out?) of the building. -Cleaning folks block the elevators with trash bins when I'm trying to leave for work in the AM -Bozzuto had nice key FOBs for getting in and out of the building and apartment. Now we have these keypads everyone presses 6 digit codes on hundreds of times a day with their germy hands. -lobby wifi is bad and disconnects -homeless people near the building than ever before -TERRIBLE blinds in this place. May seem like a small thing but TRY THEM before you rent here. Trust me. They bend and bust and don't block the sun worth a darn. -Be very careful - I recommend you find somewhere else!

After meeting with Hana Saed, and she shared some of the exciting plans that AIR had in store for the building we still weren't sure. A centerpiece plate was broken in the process, which I reported with photos to the service manager, but nothing was ever addressed. * The elevators are unreliable. It's rare for all three to be working at once, and many times I had to call the concierge just to get one moving -- sometimes with no response at all. The "After Move-Out" team was dismissive and unwilling to work toward a fair resolution. Bottom line: Don't be fooled by the 4.4 rating -- this property doesn't deserve it, and even they know it. Each management company builds on the initiatives put forth from the previous company. I am not sure what rent increase will be like with Windsor Community; however, I am enjoying their management so far. Below is a review I wrote previously with some updated information. Security: You have a FOB that is programmed to only areas where you are permitted to go. Your floor and the community spaces (resident lounge and rooftop). If you have a car in the garage or a bike in the bike storage, your FOB is programmed to give you access to these spaces. Not just anyone can enter these spaces. Front desk does not buzz in people to ensure security. Your guests need to have you buzz them in and you need to meet them in the lobby. Unless you call the front desk and give them permission to let guests up to your floor (they need to sign in at front desk for security measures). I prefer this level of security. It might be annoying if you have numerous guests, but, I prefer this setup. Noise: I rarely hear my neighbors. It is very quiet on my floor. You can hear people talking when they are in the hallways, but, other than that...it is quiet. Community: I am over 40. I find many of the tenants to range from their early 20s to retirees. We have young families here as well. It is a very adult environment. People are friendly. Many dogs in the building. There are also events that are available to residents. I love the community spaces and pool. There are many amenities here too. Seriously a top notch building. Management: I find the leasing office to be extremely responsive and professional. Front desk is extremely friendly and welcoming. Trevor, Lou and Richard provide excellent customer service. Apartments: Extremely stylish, modern building. There is a lot of storage. I find the apartments priced well for their square footage provided. There are front loading washers and dryers. Dishwasher (concealed stylishly with a cabinet door). Great views. Hardwood floors. There is construction of the new Marriott Headquarters; however, I do not find this level of noise distracting. Then again, I grew up in a big city. Overall, I'm extremely happy with my decision to stay at 7770 Norfolk for the past 5 years. It is located in the heart of Bethesda and within walking distance of many restaurants and the Metro. I really love living here.

RENTER BEWARE We…read morelived in these apartments for two years (2021-2023) during which they repeatedly downgraded our amenities, increased our rent prices, and tried to hit us with exorbitant fees upon checkout. Further details follow. General state: The general state of the apartment was suboptimal. There were awkward and unusable areas, bugs were a constant issue (we were constantly seeing cockroaches and house centipedes), and most electrical outlets were unusable because either (1) they gave no power, or (2) most electric plugs wouldn't stay plugged in. The second bedroom was always incredibly hot because the air conditioning was weak in that room and the water heater was in that room. This was the state at the beginning of our stay, before management made all its downgrades. Downgrade of amenities: Every instance of routine maintenance made the apartment less livable. The first instance, they changed our shower head to decrease the water pressure we got when using it. The second, they worked on the electrical outlets, meaning that they somehow caused most of them to no longer give any power. We had to call the maintenance to fix the issue after the routine maintenance, but the issue of electric plugs not staying plugged in (as mentioned previously) remained. Finally, the worst downgrade was when they changed our air conditioning. Before the routine maintenance, it worked fine and was relatively quiet. After routine maintenance, it sounded like an industrial fan whenever it was active. It was so loud that it disrupted anything you were doing in the vicinity. And since the air conditioning was located in the living room, this was a constant issue. You could not continue watching TV, talking on the phone, or holding a conversation in the same room without adjusting the volume or yelling to be heard over the air conditioning. It was horrendous. Rent increases: Despite the above downgrades, they increased our rent significant amounts each year. Had we stayed an additional year, they would have increased our rent an additional $250 per month. Not only that, but when we moved out, I looked up the rent they were trying to charge for the apartment, and they had increased the rent price by an additional $150 or so (resulting in around a $400 increase to the next resident over what we were previously paying). So while they appeared to be cutting costs by downgrading our amenities, they were forcing us to pay more for a worse place to live. Exorbitant fees upon moveout: Prior to moving out, management sent us a notice to vacate, and we planned on vacating as notified. Based on our contract, a resident would have to pay a fee equal to a couple months rent if the resident moved out without receiving a notice to vacate or without providing notice of vacating. Since we had received a notice to vacate, under the contract, we would be able to terminate our contract on the given date without the above fees. After receiving the notice to vacate and before moving out, I talked to the office to make sure we were clear on all required procedures for moving out. The person at the office claimed that we would have to pay the additional fees despite us having received a notice to vacate. She even denied that they had sent a notice to vacate, even after I showed her the notice to vacate (which said "Notice to vacate" very clearly at the top). She then said that this happens "all the time", meaning that they are forcing people to pay an additional 2 months' rent when they move out all the time. She became incredibly rude, claiming that this was all a matter of us not reading the contract, despite the fact that we had indeed read the contract. I pulled out the contract and showed her exactly where it said that no fee was to be paid if we received a notice to vacate, and she simply denied it. I asked her where it said otherwise, and she circled a clause that was irrelevant to the moveout situation. When I pointed this out, she continued being very rude and condescending despite her insisting on things that were not in the contract. (This review was posted on Google over a year ago, and management responded with a disingenuous response, completely glossing over all the above criticisms.)

Heaven was an excellent leasing agent. She was professional, knowledgeable and accommodating.read more

My major issue however is the corporate management deciding to charge the MAX amount of month to month rent that they can. Over $3k per month.
