Update Aug 2015: Mr Feener was issued a $10,000.00 Civil Penalty, for Poor Workmanship/Contracting in name other than license, by the Nashville Licensing Regulatory Board in July 2015 due to our complaint against him to the Licensing Board.
Mr Feener the General Contractor/Owner of E'Lan Home Services was supposed to de-brick, raise (a total of 9 1/2 ft), rebuild and build an additional bedroom, bathroom and laundry room above the new garage to our home in Madison, TN after the flood of 9/10 Aug 2013. Contract was signed on 3 Sept 2013 and work began on 13 Nov. 2013. After almost 10 months Mr Feener quit the job on 25 Aug. 2014 and refused to complete the contract, leaving our home at less than 75% complete. A total of 282 total days (which included 198 weekdays, 84 weekend days and 10 days for holidays) of the 198 workable weekdays divided by 151 days of actual days of work preformed (including 10 days for unexpected delays) equals 76% of available days that actual work was done on the project/contract. Mr Feener hired substandard foremen the 1st Mr Steve Kamp, the 2nd Mr Ian Lewis, and sub-standard sub-contractors to work on our project. Mr Feener did not supervise his foremen or sub-contractors relying only on photos taken by them to be updated on the projects progress. We did see Mr Feener a few times at the start of the project, however we did not ever see him at the job site for 3 months from 23 March 2014 through 24 June 2014. After 24 June 2014 we never saw him again. He twice asked us if we wanted to get lawyers involved to when we called to get new end dates for the project, we said no because all we wanted was for the job to be completed. The raising of the house was a scary ordeal to see, they did not use enough support in the middle of the house and after it was raised 6 feet in the air the house buckled in middle so bad that multiple roof decking support boards broke and lots of shingles popped in rows all over the roof. At one point during the lift the house almost slide off the support cribs. When the house was lowered onto the new foundation it was into the incorrect position, to correct this problem Mr Steve Kamp used a high reach fork-lift to shove and push the home into position (video available). 11 of 10 windows were installed incorrectly (un-squared) leaving the inside window trim looking horrible, gaps were also left between the windows, doors and brick work on the outside. Front and back doors were installed incorrectly (unsquared) so they do not seal properly Floors in 2 bedrooms, the living room and the kitchen were left un-level so bad that you can feel it as you walk on them. Gutters were installed without flashing being installed on the facing boards all around the house, front porch and back deck were not stained or water-proofed, the air vent for the new bathroom leaked into the garage ceiling causing damage, the garage ceiling was left unfinished and unpainted. The interior drywall finishing was so bad it had to be redone and repainted (by the new contractor) to hide as many flaws as possible. Required FEMA flood vents were installed incorrectly and had to be removed and reinstalled, new HVAC system did not work, electricians installed the wrong type Point of Contact unit onto the house so we could not install the main power line to the house. Mr Feener failed 2 Final Metro Nashville Building codes inspections/re-inspections that he could not get the final Certificate of Occupation letter from Nashville Building Codes Dept before he walked off the job on 25 Aug 2014. Homeowner revoked Mr Feeners building permit obtained new building permit and hired a new contractor to complete the job.Certificate of Occupancy rcvd on 19 Sept 2014. Mr Feener is a bad General Contractor, owner has pictures of every day work was done and was on site everyday. Before Mr Feener quit the project, homeowner made multiple attempts through e-mails and phone calls requesting to meet in an attempt to discuss any and all problems with sub-standard construction and things needing to be completed before final payment was made. Homeowner always paid Mr Feener by the agreed upon draw/progress schedule except for the agreed upon hold back amount of 10% of total contract cost. Mr Feener sent an email proposal and threat of a lawsuit trying to negotiate (without ever agreeing meet in person again) to get part the hold back money in exchange for finishing the project only enough to get the Final Certificate of Occupancy. In the proposal he said and I quote "Please don't misinterpret my words as threatening, or an attempt to intimidate. We refused and had our lawyer respond to his proposal. Mr Feener refused to sign for and accept the Certified Mail Receipt letter from out lawyer and we have not heard from him since. If you decide to hire E'Lan Home Services/Mr Feener, I strongly urge you to stay site daily to ensure work is up to par, take as many pictures/videos as possible and have a Lawyer on stand by. read more
