The booths are manned for the most part. There were a few booth renters there the day I was in. They were re-arranging their merchandise to freshen-up their spaces for maximized sales. All sales are made at one central cash wrap area up front. The place is laid out in an organized manner. There were some bargains to be had if you know your stuff. I am almost certain re-sellers on eBay or Etsy would have a difficult time finding much to resell because average prices on things were already inflated.
