Now for my take: For a smaller Park & Rec district that covers mostly South Sacramento where much of the area is unincorporated Sacramento County, and therefore I'm thinking there's not as much property tax funding or other fees as some of the area the properties aren't assessed as highly (not the best areas in real estate valuation), I think Southgate does a pretty good job maintaining the mostly (older) parks and facilities. Classes (we have not taken classes with them) are noticeably less expensive than if you were to go through Cosumnes Park & Rec in Elk Grove and probably less than City of Sacramento Park & Rec too. There are some gems here in terms of parks that Southgate maintains, you just have to find them. =)

Zacharias whom was a former land owner in the pocket/Greenhaven area. The park sits behind the pedestrian bridge over-crossing and can be easily over missed. This neighborhood park sits along side the Sacramento River, giving local residences an opportunity to fully utilize the bike trail along the Sacramento River. Some of the other amenities are : a large open space, picnic tables, benches and BBQ's scattered throughout the park, , a full soccer field with goal post, play area for older children as well as for the younger children, plus an walking/biking trail leading to and from the Sacramento River. Quite neighborhood park ideal for morning/evening walks / week-end picnics / soccer games / or just taking your dog out for a walk.
