I had a weird encounter with an supposed employee of Commode King this morning, Wednesday, May 31, 2023. At approximately 7:45 am, a Commode King trunk was doubled parked in my neighborhood next to a fire hydrant that it was connected to, drawing water. I have only seen sewage trunks doing this when they are working in an area. The neighborhood of Mission Place (off Rte. 1 and Mission Rd.) has no work going on nor any scheduled to my knowledge. Additionally, the "worker" didn't have on a uniform or any company type logo gear that you would expect to see in said situation. I was coming home from walking my dog and didn't want to approach the "worker" with my rescue dog. So, I proceeded to take a pic of the sewage trunk since it had all of the pertinent information (listed below) that I needed to follow -up on the issue. This is when the "worker" started yelling at me, saying that I can't take a pic because I don't have her permission and that she had the paperwork for the water. I took said picture and proceeded to walk up the ally to my house. At this she followed me and continued yelling so I turned and informed her that she didn't need to yell. I had my dog with me and I didn't want to cause a situation with the dog. Then I put the dog in the house and returned to her at the corner where the truck was.
Before coming back to the scene, I looked at the pics and they weren't clear enough to read the company information. So, when I came back I started taking more pics and then she got in my face yelling again that I can't take pics her. I asked her to stop yelling at me, and informed her that I didn't take any pics of her, only of the trunk with said company information. Then she said I didn't have her permission to do that either. That's when I asked for the "paperwork" that she mentioned she had, giving her the right to be connected to the fire hydrant in my neighborhood. To this she said I would have to call the office; that the papers weren't in the trunk. Then I asked for her name to reference when I called the company and she wouldn't provide that either. She said, "I'm the only woman that works for the company and they would know". Then she said I was being noisy and she was going to call the police on me and I would have to explain myself to the police. I'm sure this threat was meant to scare a black person such as myself away. However, I'm a mortgage paying - tax paying - bill paying concerned black resident of my neighborhood so, I said, " go ahead, I'll wait". To this she disconnected the link to the fire hydrant, got in the trunk, took a pic of me (without my permission) and drove off.
I'm very concerned about her presence in my neighborhood, the manner in which she conducted herself, her suspicious actions and the tone she took with me.
Howard County Fire Hydrant Usage Agreement states: A copy of this Agreement must be in the possession of the person using the Howard County fire hydrant water meter. Any truck, tank or vessel used for hauling water must be inspected and have a Howard County Water Permit affixed prior to use. I saw no permit affixed nor was the procedure outlined on the website to connect to the hydrant followed to my knowledge. Please explain why and shed light on this situation.
Additionally, I like an explanation as how your company chooses it hydrant water use locations. There are 3 fire hydrants in two different directions leading to this neighborhood. 3 of the 6 hydrants don't block the traffic like she did, not would she had to double park like her did. Lastly I like an explanation as to why your employee acted so outlandishly and threatened to call the police on me a concerned citizen.
