To your attorney: On December 19, 2025, I moved into Cielo Apartments, located at 8222 N. 19th Ave., Phoenix, AZ. Prior to leasing, I was shown a specific unit that was represented to me as the condition and quality I would receive. Instead, I was given a different unit with multiple defects that were not present in the unit I was shown. These include: holes in the walls allowing pest ingress, a large crack running the full length of the kitchen counter along the back wall, missing oven rack, broken screen door, bedroom doors that need replacement, an unresolved mold or e. coli issue that was never clearly explained to me nor accompanied by any safety paperwork or test results, carpet that smelled strongly of dog urine upon move-in which required professional shampooing and animal deodorizer treatments, walls that were visibly dirty and banged up, the entire bathroom counter is stained pink, and the hot tub has not worked a single day since I moved in. From the day I moved in, there has been an ongoing, pre-existing cockroach infestation that was never disclosed to me. I was informed by my upstairs neighbor and a maintenance worker that the prior tenants had a cockroach infestation and five dogs and had to be evicted. I have documented cockroaches in my apartment continuously since December 19, 2025, including video evidence taken this morning, March 12, 2026, after yet another pest control treatment that failed to resolve the problem. Despite multiple written communications, documented complaints, photographs, and a formal demand letter, the property management has refused to compensate me or adequately address the issue, and their attorney has now responded denying any liability. Obviously I have engaged my attorney. So disappointed, was really hoping J had found a safe home. read more

I could go on forever about all the reason this place is absolutely horrendous, but here are just a few, they lie about move in costs, they scam you out of money when you leave, there roaches, termites, the plumbing and water has issues every other day and gets shut off, they don't even remotely care about renters or their problems. overall the management is utterly useless. you wanna sign a lease somewhere? your better off crashing at a hotel than this dumb. if I could go back in time and not live here, I would. in a heartbeat. save yourself the anxiety and anger this pain will cause you and go somewhere else pls ! read more

i don't recommend anyone moving here, the staff mislead you with information and pricing and they come off really petty when you try to message them as a tenant living here and it's impossible to get a response on the same day, and very unprofessional and typical that they only respond to the good reviews and do not attend the bad reviews. read more

The manager of this place is a truly evil person. My husband and I have consistently tried to contact the office (emails not replied to, calls not returned or answered), and have physically walked to to the office to speak with someone only to find it locked and empty. We have struggled financially, but have done our best to comply and communicate with the management of Cielo. After being evicted, the manager openly mocked me and called me a liar in front of the constable. This was incredibly disrespectful and extremely unprofessional behavior, and furthermore she blatantly avoided answering or taking any responsibility for the lack of phone or email communication (and I have the phone logs and backed up emails for weeks to prove it). From month to month, Cielo has failed to meet its promises and has proven that management cares more about $$$ than its tenants. Trust and believe that this place will drain more than just your wallet, you will be empty of life after leaving this place. I was living there when the current management company took over. I got out of there as fast as I could. The guy in the apartment behind me was constantly screaming and would never answer the door, I think every roach in phoenix has seen the inside of this apartment complex. I couldn't even set food down on the counter without it getting infested with roaches within seconds. You have a dumpster right in the parking lot but you have to pay extra to have someone come around to your door and take your trash every day. It doesn't matter if you use the service or not. You still have to pay for it. Oh and you have to pay for common area electricity like the streetlights and the electricity to run laundry room and the pool equipment. I hope you dont like running water because it will get shut off every day most of the day. Homeless people sleep out front on the sidewalks, people dont clean up after their dogs so it's like a literal minefield in the common areas and it always smells like dog poop and pee. This was back in 2017 and I have read the reviews since then and it looks like absolutely nothing has changed there. Still nobody answers the phone, still nobody patrols and kick the Homeless people out who are sleeping in the laundry room. Still no one has found a solution to the endless water leaks and roach problems and the parking problems but I saw someone mentioned about the utility bills magically going up every month for no reason except pure unadulterated greed. The name of this complex should be Infierno apartments. You guys are a sick joke and im sure everyone who is stuck there because they cant afford to move anywhere else will be happy when you are gone. You think upgrading the clubhouse was a good idea when you could have put that money towards finding the leak in the pipes that you guys shut the water off every day for. Worst apartments I've ever lived in. The AC doesn't work in the summer which is super important, black mold growing all over the bathroom, the pools are closed all the time, and the office never answers any calls. Although there is a turnover in the front office I am glad this time there seems to be staff that is more experienced and here to stay. Loved the last group but they were pretty young. Reina and Yureli helped me sign my lease for my third year here making the experience nice and quick. Erica is the office manager and is always pleasant and so is Dejale. I noticed all the bad reviews and I'm sorry that residents aren't having the same decent experience I have. I do agree Cielo needs to get rid of the roach infestation and the trash valet. Also update the grills to gas that's something I'd rather pay for instead of trash valet. Or make it optional. Happy with the maintenance staff. They are always on top of my requests since I moved in back in 2022. Harvey and Matt get things done! They could probably use another hand. The mail/laundry room is up for improvement soon so I'm excited about that. Overall, I love the area I hope the new mandated Cox internet works because Century Link was doing just fine for me and I'm not keen on the $70 monthly cost when I could continue to pay $45. But after reading them, I'm too sketchy to even visit and come back with a roach infestation. I really hope the Business Owner that is replying is doing something about the complaints and not just redirecting them to property management that seems to NOT take care of it. Broken water heating system. AC's barely ever work, filters they put in aren't even the right size so get used to breathing in dirt and mold all day. Office rarely answers the phone. DO NOT MOVE HERE!!! This place is so dirty. Dog poop everywhere, no one comes to pick up the trash, and cockroaches in the apartment no matter how clean you are. Not only that, I called the front office earlier this month about valet trash not doing their job and one of the ladies said they would not charge this month for that reason. I called again today and they said they would still be charging their residents for valet trash... even though i've been the one taking care of my trash since no one comes to pick it up. All they say when you call is "we're working on it". For several months now???? Lol cmon. Aside from this, we've been showering with freezing cold water since we've moved in. I'll just let the pictures do the talking... I live in this studio apartment that I do keep clean. I love the price and the new remodel that they've done on the interiors... HOWEVER, I have never had a roach issue in any housing until now and all that management does is a "light spray" even though I told them to patch the cracks... if I was a handy person I'd do it myself but then again, isn't that what maintenance and management is for within a managed apartment complex? I have been living here for almost two years and have nothing good to say about living here. Rent has gone up by over 300 dollars since my initial year and management is pathetic. Our mailboxes were vandalized and inoperable for almost a year, forcing me to have to pick up my mail from the post office. There is dog poop everywhere, so make sure to watch your step. Cockroaches are a constant presence despite the number of pest treatments and water is constantly out. I have not had hot water in my apartment for over six months now and instead am forced to shower with lukewarm or cold water. Below are pictures from a leak that occurred in my apartment. If I knew this is how it would be I wouldn't have moved here 1. It took 3 months for me to get the keys to my amenities and mailbox. 2. I had to figure out which mailbox was mine because there isnt number on it 3. There's fees for things you should be able to opt out of like the trash valet 4. In the summer it smells like a dog park, I can smell the pee and poop soaked grass from my upstairs patio. 5. You might get a noise complaint even if it's not you, good luck trying to prove it's not. 6. Lots of offleash dog walking 7. no cleaner to wipe down gym equiptment(yes during covid) 9. They might move you into a unishinshed apartment( mine came with dirty cabinets and chipped paint in the bathtub) 10. The man below me died and they somehow didn't smell him when they dropped off light bulbs the day before police arrived to collect his body. I have received noise complaints("loud music, ass slapping and screaming all day and night") for the past couple weeks, called the office to try to resolve this issue because the noise isn't coming from me however instead of trying to resolve the issue on their end the leasing office continued to file noise complaints against me with no proof of it being me. 2 days ago my boyfriend reached out to the neighbor that was complaining and then further reached out to the surrounding neighbors, most of them say they haven't heard anything and some of them were sure that it was a different tenant and positive that it's them. After doing the apartmenr managers job, he relayed the information to our neighbor as well as the leasing office but here I am today with a 10 day notice. I'm being sincere when I say that I regret moving here. Moved here about two months ago, realized my apartment lacked wi-fi access, submitted a request to set it up, as I work from home and therefore, a stable internet is a non-negotiable. They promised they'd set it up, but that hasn't been done until today. Everyday, I receive emails asking me to review the service I got after submitting my maintenance ticket, but I'm not quite sure what they want me to review as that ticket as well as all the other tickets that accompanied it never got resolved. Minutes ago, I stopped by the leasing office to ask a few questions about an apartment transfer I requested and they approved. They said they've given it to somebody else, and gave me a new quote of $1500. The initially agreed-upon amount was around $1200. The property manager was unapologetic even after I presented her email approving my request to transfer to a different apartment. She says, if I want to break the lease I can just go ahead and do that, as long as I submit my 60-day notice, in addition to which I'll be charged a full month's rent. In addition to all that, there's a lot of unexplained charges, water shutoffs everyday, etc. I don't do reviews that much, but I'm too disappointed to not write one. Hi, I never been the person to go on here and talk bad vibes but I am beyond irritated. To make a long story short...well maybe not too short... ROACHES the pest control here is non-existent as many other apartment places but it's beyond disgusting here. We called multiple times for pest control to come by and by the third scheduled call they finally came by just to spray somewhere, I have no idea where in the kitchen (According to ring he was in and out in less than 10 seconds) that lasted maybe a day. And we're a household that keeps everything clean all day everyday to prevent them from coming out and they still roam around rent free. You ever wake up to a roach on the wall in front of your face saying good morning? Or ever had one crawl on your foot for a free ride? They're ruthless here Also the TRASH PICKUP, you have to pay additional for valet trash pickup and they don't pick up Fridays and Saturdays, but also there's been days during the week that it doesn't get picked up and so I'm just confused as to why I pay additional monthly fee for something I could easily do myself! What is the point of this fee anyway? To motivate cleanliness ? pfffffff roaches come out regardless. LOST PACKAGES the front office sometimes does sometimes doesn't collect packages and when you go in to ask they act like they didn't get anything even though shipment tracking states "left at front office or signature by "name" at office" and when you come by a second time and put your foot down then they magically find the package. So maybe based off this drama, recently they been leaving all packages in the laundry room by the lockers, not IN the lockers, but outside where anyone can come by and take them. Speaking of LAUNDRY ROOMS for most my time here the one located near the front office has had only 3 washers while the others were out of service it got to the point only 1 was working and they finally fixed all 5/6 of them to work. They also give us laundry room keys for a door that doesn't shut/lock so you'll see homeless sleeping in there late nights/early mornings. There's times I woke up around 6 to do my laundry early before the weekend rush and they're in there sleeping. NOW FOR THE MOTIVATION OF THIS WHOLE POST, I went into the laundry room to wash some clothes and when I walk in the smell is horrendous, thinking it's clothes that may have been left in the washer by someone overnight or something and as I get closer... HUMAN SHIT in the corner of the laundry room !!!!! I was gaging the whole way back to my apartment trying to call to get maintenance in there but of course no one will answer until business hours. How is one supposed to live here especially at the prices and fees they charge to do nothing ?? read more

They just say "I thought an email was sent out"Honestly I'd rather the employees be straight up with us. There was a month long period where I only had Luke warm (if I was lucky) water. A week straight with only ice cold water. Anytime me and my husband try to speak to anyone in upper management they're in a meeting and no one ever gets back to us. I've had service requests in my que for 4 days that no one has called or contacted me and my husband about. But they've fixed/ closed out ones that involves no contact with us. I'm starting to think they're trying to avoid us because they know how unhappy we are. Even if your the most cleanly person in the world. You will have roaches and gnats. No one cleans up after there dogs, lots of dogs off leash. homeless constantly in the garbage. I've had nothing but an awful experience here. I moved here from out of state in a rush to find a home. I wouldn't suggest anyone to move into the area if you don't have to or this apartment complex. For one the area is high crime, We are constantly getting updates of theft, burglary, stabbings, shootings throughout the day from citizens app, Also Drug infested the rent is too high for the location . They have the base what they'll tell you the rent is but once they add on charges for trash and water etc. it'll be $150-$200 more than quoted. The women in the main office are rude they're not helpful they leave early they blame tenants. Also there's no real set rent so you have tenants that are paying hundreds of dollars less or more than other tenants depending on when they decided to sign their lease there's no standard for anyone. We have roach infestation. A pool that's always dirty. A laundry room that you have to pay for that has cheap washing and drying machines that a lot of times are out of service. They also without asking put these horrible low patios on everyone's apartment so if you're someone who's not on the inside of the complex you're exposed to all these random people being able to see in your personal and private space because there's no gate. But they will charge you with or without your consent for an alarm system that you don't ask for even if you don't set it up. read more

I have lived here for 9 almost 10 years and this rent has gotten out of control. Now they add the next months rent on before the current month has ended so if you are late which a lot of us be because of how high the rent, fees and taxes are that we are unable to make a payment until next paycheck. They say they will work with you but they actually do not on the portal we use to be able to pay as much as we can so the amount would not be so high and be obtainable, but NOW they have removed that capability and we have to pay the full amount. The property management and the staff at Cielo apartments on 19th Avenue appears as if they want to see people homeless, because they are well aware that all the complexes around Arizona are all too high to rent!!! and the fact that since I have been in this same apartment for 9 years I believe I am the only one that apartment has not been remodeled I still have old appliances, old carpet. My boyfriend and I applied online back in September on the 3rd and were approved for an apart on the second floor (222N) apartment. It's been over a month and still no phone call on when to come in and do signing. We've called so many times and no answer. They also changed the price on us from when we initially came in to look telling us if we called back by Tuesday they would secure the price since that unit was being remodeled. They lied. The price went up and nothing was secured. It sounds to me like we dodged a bulled because this place has terrible customer service skills. read more

Work with Phoebe PLEASE! I was debating between Cielo and another Apartment around the corner. From the initial call to move in day the communication I got from Phoebe was fantastic. If I had questions about any paperwork that needed to sign she did a great job explaining everything. I have Cox internet at my old apartment and they have a direct rep they work with who was able able to transfer my services and give me new pricing for my new apartment. Just a great one stop shop and would do it all over again. read more

Well I've been here for two months now & I have a long list of problems, so sit back and get your popcorn, because it's about to get good. This apartment is great for you if you enjoy rude customer service by the front office, never getting a call back from MANAGEMENT, NOT being able to NOT wear shoes in your apartment because their are nails pointed up stabbing you everywhere you walk that is carpet, and so much more. My girlfriend and I were looking at apartments in the price range of $700-900 for a one bedroom apartment with wood flooring, a washer and dryer in unit, and an upper lever apartment. Those were are ONLY MUST HAVES!! The model one bedroom apartment we were shown by an office staff member (the same one who told us they didn't have three story apartments - we were standing right in front of them) the one bedroom apartment had nice wood flooring all throughout except in the bedroom and a washer and dryer in the closet. We were told we could get a second story apartment, which surprisingly, we did :). What we didn't get, wood flooring or a washer and dryer. Also, they gave us the wrong parking spot number and some Indian lady tried jumping me for parking there. Then when we got the right one, some ass hole was parked there with a car that didn't work and he said he would move it by the time we got home the next day (4:30pm), he moved it 5 days later because I got pissed off coming home from a HARD day at work and went up there and threatened to tow him. We also never got a notice from the front office that there was going to be construction for weeks at a time at 5 or 6 in the morning when the leasing office doesn't even open until 9 am !!!! You see, I'm a nice person to everyone until I continuously give people chances and they continuously walk over me. We have been trying to break our lease here for the past month now and one of the office managers (Lisa) said she would call us back many times and hasn't, but now we owe them money for rent so they said they will be calling soon. They are closed on SUNDAYS?? The one day my girlfriend and I have off. Lol, I'm sorry, Sunday? People usually have the weekends off and go apartment hunting on Saturday and Sunday, also people who have those days off go to the leasing office because it's usually closed when you go to work and get off of work. Also some brown, short hair, mean office lady with a bitch face and attitude who is ALWAYS rude when we come in, needs to be fired and we have told management our issues with her and she continuously is rude... every time and still works there - my girlfriend saw her this morning. Oh and that fridge in the front office under the coffee machine that would seem has complimentary waters in it, yeah they never do, that's just for looks. This place is all for looks. So I don't often leave reviews but felt compelled to do so after the amazing service/attention I received from Cassie. She gave me a tour of a one bedroom and was able to answer the few questions I had. As someone who also works in the customer service industry I can greatly appreciate someone like her. The units were also very nice. My lease still has two months remaining but Im seriously leaning toward Cielo. I definitely recommend this place and to also ask for Cassie to give you a tour. Very bad Property! Terrible neighborhood! I had a family member living in this DUMP! They charge you for EVERYTHING! They charge for Water, not customary in a RENTAL! And not just what YOU use, but divided between at least four other apartments....when he had a 1bdrm and the other units were 2bdrms with multiple people living there. Highly unfair pricing. Pest control, they never spray. Always standing water on the property from broken sprinklers, tenants are paying for that too! Charge for Gas, though everything is electric! Huge Pet Deposit. Garbage, another cost that's never included in a rental. They do not have bins at your door, but they charge that way. I can't tell you enough about the property neglect. We have lived at this property for more than 5 years and I can honestly say that it is partially because of the level of customer service that David provides each and every day. I was using my electric wheelchair going down the block on 19th ave, when you're sprinkler system came on!!! It ruined the steering column and now I don't know how much juice i have left in it!!! You should by me a new controller. Your water waters the sidewalk, the street and the grass in front of the place. A total waste. Please let me know how you will fix this. I recently submitted an application and have to admit that the staff is very bad at following up with you. After submitting my app I had to continue to call just to get a status. The company raves about the suites that have been upgraded and then they attempt to charge you a $200 redecorating fee as part of the application. It was clear throughout the process that this is a poorly run location. read more
