They are always willing to answer the phone, return an email, or even talk face-to-face during the working hours for any questions and/or problems that I had. The rate I had was great as my wife and I lived there for four years and our rate never changed. They have a quick turnaround if there are maintenance problems from the time you input it into the work portal to the time they fix it. Designated parking spots and plenty of guest parking if you have an extra vehicle. Lastly, the apartment we had was very clean when starting out. As you can guest, four years does have some wear and tear. However, be rest assured that they will have it clean and spotless for you as when my wife and I first moved in.

It's not a high-end, fancy apartment complex but I've always felt safe, rent was reasonably priced compared to other apartments around the area, and management/maintenance was also responsive to my questions and concerns. The location is by the mall as well as the 2 major freeways and a host of restaurants. The staff usually does one event per month or so and it's nice to go to the office to meet the folks around the apartment. If you're looking to move to Vancouver and looking for a comfortable stay, definitely consider The Grove.

Unlike other reviews, our place was clean & we didn't have anything wrong upon move in besides the seal on the backdoor which got fixed before we even officially moved our stuff in. We were lucky that we lived on the side that had more parking & near our mailbox so that was never a problem. Lived here for 3 years & although we loved it things had changed from when we first moved in. We were targeted twice. Once for smoking, which we don't smoke. The person below us smoked on his patio & in his car which he parked right in front of the apartment. I mentioned this to management & I don't think anything was done because it went on for as long as we lived there. Secondly, we got an email about having a gas tank for our grill. We got rid our ours, yet there were many others who still had out on their patio/balconies as well. Clearly no fines or warning were given to them, otherwise they would've gotten rid of theirs too. Another thing was many dog owners did not clean up after their dog. I'd step in poop almost weekly especially during the colder/rainier months. But for all if us who did pick up theirs, which don't get me wrong there were a good amount that did because those trash cans filled up pretty quick. However they'd stay full for days, sometimes over a week. To the point where there are even piles of bags on the grass. Move in & move out was very seamless & management was always nice when we had questions they were always quick to answer. It just seemed like the longer we were there, the more rules there were. Like how we could no longer get big packages at the apartment. We'd have to go to main post office to get them. Besides that, we loved our place & our dog enjoyed meeting all the other dogs that lived in the complex.

I've lived at Scott Mountain by the Brook for over 10years, and in the past year new management has stepped in and in the last year, I've experienced nonstop noise during quiet hours, violence, and criminal behavior from the apartment below mine. I've submitted dozens of complaints and Ring recordings to management -- including video of domestic violence, drug use, prostitution, guns being pulled on people, my life being threatened on more than one occasion and open alcohol in vehicles. I've even submitted recordings of people pulling guns, threatening my life, and people committing violent acts -- and management has done absolutely nothing. Most of the time they don't respond, or they make excuses, saying "Portland is a tenant-friendly city" -- as if that justifies ignoring my rights as a tenant. The leasing office claims they enforce quiet hours, don't tolerate drugs or crime, and care about community safety -- but that's completely false. I've sent them undeniable proof of ongoing criminal activity, sometimes multiple times a week, for over a year, and the tenants responsible are still here. Oregon law (ORS § 90.322) gives tenants the right to quiet enjoyment, and Scott Mountain has completely failed to uphold this. If you're looking for a safe, quiet, and professionally managed community, this is not the place. What I've experienced here is nothing short of neglect by management, and I now have no choice but to consider legal action. Do your homework before signing a lease here. A pretty landscape can't make up for feeling unsafe in your own home every day and night.

The stress, and inconvenience of living here is too much. I thought with each new property manager things would improve. Nope. Moving is expensive, and I remained hopeful. I'm leaving as soon as my current lease is up, since there is no negotiating otherwise. In the almost 3 years of living at this property, we have had no less than 6 different maintenance staff, and almost as many office staff & property mangers. Requests for maintenance take 2-8 weeks even if it's something urgent like (hardwired) smoke detectors beeping constantly at all hours. I've had electrical issues repeatedly & they don't seem to mind that only one of the outlets in my entire kitchen work properly. They just say sorry we are short staffed. Right, for 3 years. Whenever they do get around to fixing anything it's shoddy, and usually a repeat thing because it wasn't done correctly. The last time maintenance was here, he couldn't manage a bath fan replacement without 3 trips to get stuff - never mind this was the 4th time we'd requested it be fixed. The property got an exterior facelift, great. How about fixing the issues like the windows that mold inside EVERY year. Keep them open just a crack for circulation and your heat bill will be OUTRAGEOUS. The way they bill for water sewer is completely insane & it creeps up monthly. There is constant dog waste & garbage everywhere & no porter on the property. They do raise the rent every year, but there have been no real improvements at all. This is the only Oregon property they have, and it SHOWS. The cost to value is criminal. A young man was shot and died right outside my building, there are car break ins frequently. The patrol is completely useless. The reviews on their website are filtered and chosen, don't be fooled. Do your research. One of the managers they had called and emailed me so many times it was harassment asking me to leave a review, well, here it is. You got what you wanted. I was going to wait until I moved out to do a review, but I'm stuck here it's awful and I'm being ignored, even after hand delivering a letter directly to the manager. It was a bad decision to live here. I've worked in property management & can understand the challenges. I gave so much time and a lot of grace. I'm done being ignored.
