First off, it's not Chatham Street, it's Jewelers Lane and I've never known it by any other name. One of the nicest narrowest streets in Dublin. Normally a street like this would become an alleyway, off limits to all but the junkies and prossys, but Jewelers has done quite the opposite.
It is in fact one of the poshest streets around, lined start to finish with Jewelry shops. Occasionally you'll find a lone fiddle or box player there, which gives off a real atmosphere. It's especially nice around Christmas, when they have fairy lights up.
