Despite the "Employment Agency" category Yelp imposes unchangeably on this review, this is a COLLECTIONS AGENCY scheme whereby they take ancient debts (in this case for a long-dead relative) and ask you to settle for half. They provide no proof of the debt and ask the receiver of the dunning-letter to identify him/herself!
