This marker points out the history of a local hero who went on to literally make waves…read moreinternationally. The marker is in front of the courthouse and is easily legible. It reads, "Born December 13, 1860, on this site. Graduate of the United States Naval Academy. Went to China in 1885, built up and trained its Navy. September 17, 1894, it fought the Japanese to a draw in a naval battle at Yalu River. McGiffin died in 1897 from his injuries." The marker was erected in 1947 by the Pennsylvania Historical and Museum Commission. Online, there is more information. Although McGiffin was primarily skilled as an instructor and administrator, he proved a talented tactician during the September 17, 1894 Battle of the Yalu River as well as the first American to command a modern battleship in wartime. Arriving in China soon after and seeking employment, McGiffin was able to earn a commission as a lieutenant in the newly modernizing Imperial Chinese Navy under Li Hung-chang in early 1885. In the midst of the Sino-French War, McGiffin was said to have captured a French gunboat in June before the end of the war that same year. After having an employee try to sue me for a "work injury" and knowing that it was nothing but a way to get money, I went to my lawyer and he was going to charge me close to $1,500 after a few phone calls I was referred to a Mike Tarbuck, within a day he returned my call and I explained to him the case I was having. After all said and done my total fees with photos and everything was only $350 and I used that information in court and won the case. I highly recommend Tarbuck's if you need private investigation, as for me it was a blessing to save the added expense and end up winning the case on the information he got. I don't even think my lawyer would have done such a tremendous job. I know Mike, I said thank you so many times, but I really appreciate the effort you put in on this to make it superb, if I ever need another investigation, I have you as my primary choice. However, he said I had further options for the case. He charged me more money to represent me. This time he was unprepared to argue my case missing key elements I gave him. He completely ignored my ex's counter suit. In fact, I asked him why he didn't say anything and his exact words were "don't worry about that." Needless to say I lost and the counter suit was awarded. Now this is where it gets good. After the loss, he refused to answer emails, he refused to return phone calls, he had his secretary say he would call me right back. He absolutely refused to discuss the outcome because he knew he f'ed up. I put my trust and A LOT of money in him and he was a waste. Being afraid to discuss his loss was amazing. Do not use him!
