This is just a pulloff viewpoint as you're heading west from Portland up towards the Coast Range. There is a lot more to see when you get out of your car, than is apparent from driving by. You may have to walk around a bit to see views partly blocked by trees, but when the horizon is clear, you can see Mt St Helens (the big attraction here) and Mt Rainier, as well as (I believe) Mt Adams (peeking out behind a grove of trees).
