I am writing to share my concern and experience with the Newport County Community Mental Health Center in the hope that others can make informed decisions about their care. The center's priorities focus more on time, billing, and strict procedural requirements than on patient care. I felt like a number rather than a person in need of help. Medications were prescribed with minimal background review, and little attention was paid to my overall well-being or personal circumstances. I came to the center following major depressive episode, seeking compassion and support. Unfortunately, interactions left me feeling even worse--disconnected and unheard. This letter serves as a warning and a call for change. Mental health care should be about people, not paperwork. I hope sharing my experience might encourage improvements in how clients are treated and supported.

When I was 13 my parents brought me to him, hoping to force me into a religious ceremony, and because Peter cannot legally write a prescription, he had his wife write it (actually 2 prescriptions), and I never even met her. Thats Illegal Act #1 & #2... Illegal Act #3 was that many years later I saw this jerk for a Social Security case, and he told my father everything I ever said. Totally illegal. My roommate, who was once a reporter for the Daily News - has also seen this schmuck and we agree he is both arrogant and aloof. Peter Kosseff saves a ton of cash by not using a secretary, he plays the role of one during therapy sessions (answers the phone, opens the door for other patients, etc) and pretends he's not doing it. He will obsessively peek at his watch, again pretending he's not doing it. All of it is enough to give you ADD. Worst of all, he will try to sell you therapy when all you need is medication. He is always in favor of families staying together, no matter how bad the parents are -- no mystery since they are usually the ones paying for it, or insuring it. Pay attention to these reviews here, and elsewhere (follow the link below for more). Don't be fooled by Peter's 3-piece suits. He's nothing more than a condescending and rude snake oil salesman who will stab you in the back -- if it suits his arrogant personality, or financial interest. The nurse contacted this office 5x in one day just to request a refill. No one picks up and you are unable to leave a message because the mailbox is full. This is unacceptable behavior in general but ESPECIALLY unacceptable when it's an office for Psych patients. The lack of care and service is astonishing. I wouldn't recommend my worst enemy to be seen here. STAY AWAY!!! There are plenty of other doctors that take pride in their work and wouldn't allow these type of actions to occur in their place of practice.

When…read moreshe first signed up with this center, Janice was insistent​ on knowing what type of insurance my sister had and informed her that most insurance companies​ don't cover her practice, therefore it is hard for her to accept any insurance as a form of payment. With that being said, Janice didn't inform my sister that she would ONLY be taking ALL co-pay payments via cash or check​ and that she doesn't accept any FSA or debit/credit cards as payment until​ after she already saw her for one visit. My sister confirmed with her insurance that this counselor is a verified in-network provider and when she expressed this to Janice she quickly took her insurance card but informed her that she couldn't pay any co-pays with​​ an FSA or debit/credit card. She shares the same building as her PCP who DOES take her insurance and FSA with no issues. This was pointed out, and the majority of the apt was then curtly referenced to payment and the value associated with someone if they can afford mental health counseling. When you review her profile on the Portsmouth Counseling​ Center website, see the link below: http://portsmouthcounselingcenter.org/clinicians/janice_schwartz.php you will notice that at the bottom she claims to accept, "Beacon, Blue Cross/BlueShield, Harvard Pilgrim, MHN, Neighborhood Health, Tri-Care, Tufts, and United Behavioral Health. She accepts American Express, Discover, MasterCard, Visa, cash, and checks." After reading her profile, I find it very hard to believe that she doesn't take all forms of payment but that she discriminates based on people's financial situations and is not concerned about treating their mental health issues first. This is the reason why my sister is currently not being seen by this doctor because she has an FSA account and this doctor has refused to take it as a co-pay. She has had to cancel her appointments after informing the counselor this and she won't even return her phone calls now. We have found this counselor and this center to be untrustworthy and I wouldn't recommend anyone to go see Janice Schwartz as you can't be too​ sure that the advice she is giving you is accurate or what prices she will charge you.
