I would recommend HSBC near ( across the Park on 422 El Llano) the Basicilica. Some banks here in Oaxaca, for whatever reason have not honored my card. Granted it was a weekday afternoon, but it was easy in easy out. If you have no grasp of the Spanish language you can select your language from the ATM machine. 5 stars good enough!
