First notice that TARSU has no address; that's because they don't want you to contact them, EVER…read more Their tactic is to bombard you with Equitalia (a collection agency) payment demands until you just give up and pay. By the way, don't even try to decipher the gibberish in those letters.
TARSU is in charge of garbage collection fees, and YOU need to inform THEM of any changes in residency. But wait, aren't they part of the Comune? Since you have to change your residency in the Comune anyway, shouldn't this registry be updated as well? Unexplicably, even though I imagine TARSU occupies some office in the Comune, and as easy as it would be to link their database to the Comune's anagraphic database, they don't, or they won't, or they have no idea how.
I once sent a fax updating my residency status and the change didn't show up for over 6 months. Try calling - hey wait, you can't - they don't have a phone number, but a guy at the Comune call center will take down your name and number and someone will call you back someday in the future, at some unknown time, at THEIR convenience and never yours.
So, in short, TARSU is a bureaucratic hellhole that could be easily eliminated by having the different "Condomini" (apartment building) take care of the fees. I'm all for garbage collection, but someone needs to take out the trash in THIS department.
