Carrie the manager never answers the phone. I don't know what they pay her for. Literally no one runs this place.

Just moved out of here....Rent is NOT affordable just because it's cheaper then the other…read moreapartments in the neighborhood. And they closed the pool - why because I reported glass in the pool (July 2023) - like a responsible person! Next thing you know they are never reopening it, gonna make a community garden- Really? With all the homeless around the Lake? And even though they were aware of all the drafts coming in the doors and windows they do nothing! My (solo occupant) PG&E bill was $369.00 in the winter time, plus $117.00 for water, sewer garbage - that's almost $500 plus your rent $$ Scandalous owner of this complex!

Was told that the apartment we were moving into was freshly renovated, Day 1 the dishwasher had…read morestanding water in it and didnt work and microwave number pad was peeling off. There was no property manager at the time, Chris the maintenance man, was the stand in. He did replace the dishwasher and glue the microwave number pad within two weeks. The toilet tank was black with mildew and mold. We had it tested and it came back positive. Chris then stated mold doesn't grow on porceilin so heaven forbid what else has mold that they ignore on this philosophy. It was also found under our sink that there was mouse poop and pee that had become moldy. We were then told there used to be a mouse problem, our big problem was these feces were found on top of the "fresh" paint. So it was apparent the droppings were there after the apartment was "renovated". There was also mold found behind the paint. The painters paint over mold and WestCal along with Neda, the property manager, take no responsibility for this. In fact they reinforce this is normal, that mildew and mold normally forms behind the paint. When we first moved in we were told by Chris that he had to most recently clean broken glass out of the pool, but he isn't sure if he cleaned all of it. He told us to not use the pool because of this. We never recieved an update on this incident. We were also told that it was normal for cars to be broken into around the area. That we should keep the doors locked but to not be surprised if we wake up to a broken window. The apartment complex goes through so many different third party companies to control their payment process that they don't know how it works. For two months it showed I had credit towards my next months rent and it took two weeks of disputing for the company to figure out what the problem was so that I could finally pay my rent properly. At one point we paid utilities via Money Order (because thats what the utilities receipt stated we had to do) and Neda had placed our money onto another apartments statement. She only realized this during the two week dispute i had with the credit appearing on the app for my statement. She admitted her mistake though if she did this with me who else's rent has she been "mistakenly" placing in others statements? Neda, the new property manager has been trying to make the place nicer to live. Though she is a snake, be ware of this complex and Neda. She is nice to your face, but she talks negatively behind your back. Don't trust her or WestCal. This is from the fact she provided a negative reference about myself when I attempted to move out. I strongly urge people to stay away from this complex if you have options to go anywhere else.
