It was completed in the 1930s and funded by the Works Progress Administration. The south-facing front features a pedimented tetrastyle Tuscan portico, supported by four tall white columns. This is the third building to serve as the county courthouse. Pamlico County, located in the Coastal Plain region of eastern North Carolina, was officially formed in 1872 from parts of Craven and Beaufort counties and named after the Pamlico Sound, itself named for the Pamlico (or Pampticoe) tribe who originally inhabited the area. Bayboro, the county seat, was incorporated in 1881 and named for the Bay River. Pamlico County's economy has long been tied to its natural resources, with fishing, agriculture, and timber playing central roles. The courtroom is located on the second floor but on a Saturday morning, inaccessible for touring. There is plenty of parking with a large lot. As the county was formed after the Civil War, there isn't a memorial to that conflict but there is a war memorial to both World Wars, Korea and Vietnam. The marker reads, "Here stood one of the forts built around New Bern by Union forces after they took the town in March, 1862." Online, there is more information. "Fort Totten was built on the western edge of New Bern in 1862, after occupation of the city by Union forces and prior to the Battle of New Bern. The military installation was named for Joseph Gilbert Totten, a Union general born in New Haven, Connecticut, in 1788. Totten played an active role in the War of 1812, the Mexican-American War, and the Civil War. By March 1863 he had been promoted to brigadier general in the regular army. In order to honor Totten for his sixty-two years of service, he was awarded with a brevet promotion to major general by the War Department before he died in April 1864." American precedent for judicial review of legislation set nearby, 1787, by Samuel Ashe, Samuel Spencer, John Williams." Online, there is more information. In 1787, Elizabeth Cornell Bayard filed suit to reclaim lands and property of her father, Samuel Cornell, which had been confiscated at the close of the American Revolution because of Cornell's loyalist sympathies. "Bayard's attorneys argued that the 1785 confiscation acts passed by the state violated a provision set forth in the state's 1776 constitution that guaranteed anyone a trial by jury in a case involving the potential of loss of landholdings or property. The court was faced with a troubling situation. Although it appeared clear that the confiscation acts did indeed violate the state constitution, there was no real precedent in the 1780s for a court to refuse to enforce a legislative act." It was the first American decision to recognize the principle of judicial review. The precedent led to the famous Marbury v. This building is the main courthouse and houses the County Superior Court and the County District Court of the 3rd Judicial District. The rectangular-shaped red-brick building is two stories and faces east. There is a tall square tower with an entrance on the ground floor with a steep roof that rises above the roof line on the east front. At the north and south extremities are one story arched porticos, while the second story windows are arched. The structure's roof is mansard-shaped. The first story's interior has a cross hall layout with a central hallway. The second-story courtroom takes up the entire width of the structure. Street parking and a dedicated lot are nearby.
