They weren't but 2.95 each! I would have paid 1 max. (See photo) I did buy some shampoo and there was lots to choose from so I'm guess that is a good thing. The place was crowded and as Kim S. stated, it was disorganized, the aisles were small and it was hard to get around without somebody banging into you.
