    I am extremely dissatisfied with my experience with CCDC Property Management regarding the…read morereplacement of flooring in my home. I have lived in this property for approximately 11 years. Prior to the flooring being replaced, I repeatedly reported its deteriorating condition and provided photographs to management. This included carpet that had deteriorated/separated around doorways to the point that tacks underneath were exposed, along with other flooring issues. These conditions were not something I suddenly complained about after receiving a bill--they were documented and brought to management's attention beforehand. After the flooring was replaced, I was charged more than $7,000. I disputed the charge and ultimately requested a formal grievance hearing. During that hearing, the hearing officer herself stated that she did not agree with how the original charges had been broken down based on her calculations. The flooring charge was ultimately reduced to $3,356.87. I have agreed to pay the reduced amount, and I intend to honor that agreement. However, that does not mean I agree with how this situation was handled. One of my biggest concerns was CCDC's own language regarding normal wear and tear versus intentional or negligent tenant damage. After approximately 11 years of occupancy, I repeatedly asked how that policy applied to flooring that had deteriorated over many years and whose condition had been documented before replacement. I was initially told during the hearing, essentially, that this is how CCDC has always handled flooring. After continuing to ask for an actual explanation, I was eventually told that normal wear and tear is considered when flooring is replaced at move-out, but that when a current tenant requests flooring, CCDC applies a 50/50 policy because normal wear and tear does not necessarily mean flooring needs to be replaced. That explanation is extremely troubling to me because there is a material difference between a tenant simply saying, "I want upgraded flooring," and a tenant requesting action after documenting deteriorated flooring, including exposed tacks. I do not believe those situations should simply be characterized as the same thing. What has frustrated me just as much as the financial issue is how difficult it has been to get direct answers to reasonable questions. At one point, after I sent a detailed email explaining my concerns while also making clear that I intended to honor the agreement reached at the hearing, the response I received was simply that my concerns had been "noted." I am sharing this because I believe other tenants should know how important it is to document everything. Take photographs of maintenance issues. Keep your emails. Save invoices and account ledgers. Get agreements in writing. Ask for an explanation of charges you don't understand. And if something doesn't add up, don't be afraid to use the grievance process available to you. I wish my experience had been handled differently. A tenant should be able to raise legitimate questions about thousands of dollars in charges and receive clear, substantive answers without having to repeatedly push for them.
