At the same time I also contracted him to replace the water damaged ceiling in my small bathroom caused by shower steam and poor ventilation/improper paint. While replacing the ceiling, I also asked him to re-run wiring and install a new light/fan combo to better ventilate the area to prevent future water damage. He gave me a quote for all of the above work (3k). When he came to my house to sign contracts for the job, I also had noticed more softening of my subfloor upstairs and we discussed replacing half of the subfloor in my hallway in addition to the small section we had already discussed at the top of my stairs. He added on another substantial amount to account for the extra work of replacing half of the subfloor in my upstairs hallway (another 1.2k). When he came to do the work, once he lifted the carpet he determined that the subfloor upstairs was plank floors and not sheet subfloor, so he said it didn't make sense to replace half the floor with sheet subfloor - either leave it as is or replace the entire floor. He said the floor was safe as it was, and he could just replace the small plank at the top of the stairs that had broken and also repair supports at another small 1x1' area that was previously patched. Since he decided it didn't make sense to replace half of the floor like we agreed on, I asked if that would drop the price back down since the floor would not be getting replaced like we thought and discussed. He said no, that my concerns would be satisfied so the price would stay the same. This didn't make sense to me, because the softening area of my upstairs floor was not getting fixed, he just decided it was safe enough as is and kept telling me "it's fine". After he completed the work he actually did do, I asked him again why the price was remaining so high when the second job we discussed didn't get done. He said if he itemized the work in the bathroom it would be that high or more, so the price was staying the same. This also didn't make sense as we already had the original price agreed on for that work. He said because there was 2 layers of ceiling instead of just one, along with buying a small fan (which I've since googled was extremely cheap, around $20), he wasn't going to remove the charge from the hallway flooring that wasn't getting done. I also had bought and provided the outlet and switch he wired in that was part of the cost, but he did not remove that from the total either. I explained again how frustrated I was that the extra 1-2 hours of work removing the ceiling and buying a ~$20 fan didn't feel fair enough for him to still charge me 1.2k extra since my floor wasn't replaced the way we discussed, and I never would've agreed to a higher bill had I not thought it was for the floor being replaced. He said the best he could do was charge me $200 less. So I still paid 1k for a job that didn't get done. He also told me that he cleaned up after himself, which he didn't have to do so that also goes into the final cost. What contractor isn't expected to clean up after themself? At that point it just seemed like he was trying to say anything to justify his unethical behavior. As for the work that DID get done, the edges of my ceiling drywall in my bathroom look terrible - he caulked the edges and several spots are cracking. Where he seamed the carpet after cutting it to fix the very small pieces of floor looks awful and jagged. The small plank at the top of my stairs that he replaced is not level with the planks next to it and it bows, so I can feel exactly where it was replaced every time I step on it and am already worried it's just going to break again anyway. I would not recommend him to anyone. It took me almost a week to just reduce my stress enough to write a review.
