It looks okay, it's convenient, and *right here*" After eating, you realize: 1 - *that* is how bad it could be, 2 - you were ripped off for bad food, and 3 - you really should've gone to the restaurant you'd intended, no matter how tired or hungry you were.
Le Napoleon is just such a restaurant.
Food: Bland. The food had almost zero flavor.
Service: After dropping bread on the floor, the waiter put it on top of another bread basket. I'm not sure if that bread was reused or thrown out, but even seeing that was gross.
Prices: 18 euros for a modest amount of pasta and water.
Atmosphere: I sat inside, yet smoke seemed to waft through all the time. I didn't see anyone smoking inside, so I'm not sure how that happened.
Fundamentally, there is no ambition with this restaurant. Nor should there be: they're getting those too impatient to go elsewhere.
Avoid. There are far, far better options all around. You can even get decent sandwiches around the corner (go forward, take a right & another right) for half or a third the cost of my dinner.
