The $600 difference in Mexico included the 16% IVA, of which tourists are allowed to claim back 8.9%. So in other words, that same watch that cost $600 USD more in Mexico actually cost $150 USD less than the pre-tax US retail price when you factor in the 8.9% Mexican sales tax refund. If you're wondering why a Mexican Rolex branch is charging USD, they all do. I'm sure the same is true in other countries as well.
