Thankfully, I know some locals who came to fix this on my behalf, and I received my refund. Otherwise, they would have stolen my money by making me pay for my last night twice. The air conditioning only works if they turn on the system hotel-wide, which they only turn on during the hottest summer days. For the image this hotel has, calling themselves a "resort", it's total overpriced garbage. The only positive thing I can say it that the service is "decent" for Turkish standards, but if you're from the US then it's worse service than the cheapest US motels.
