As an American in Konstanz for 6 months, one of my first purchases was a city bike. People in Konstanz mostly walk, bike, or use the bus. There are not many places like Walmart, Target, or Dick's in the US that sell extremely cheap bikes, but I found this shop to be very fair and the owner is very friendly and speaks a little English. We purchased two adult bikes for 399 each, with the promise that he would buy them back from us for 100 each when we leave Germany. They include dynamo (wheel-powered) front and back lights, fenders, bells, and cargo racks in that price.
399 sounds like a lot, but a bike of this type, plus the fenders, lights, bells, and racks would cost more in the US because US bikes usually do not come with accessories.
