Andrew "Andy" Noel is a con artist Snake hustler. He took advantage of my mom a 70 year old senior citizen He was given $12,000.00 thousand dollars up front to begin a renovation in A apartment in a East Harlem townhouse. He barely ever showed up to do the work and when he did the work he did not know what he was doing. In the beginning before he got the contract to do the work he sweet talked his way to claim that he knew what he was doing in home improvement. After he received the money he completely changed into not showing up for the job. When my mom questioned him on a shabby job he was doing in the bathroom he started to become verbally abusive and yelling at my mom. He yelled at her on several occasions He also abandoned the job and started working for our neighbors then bragging to my mom he has other jobs and he and the neighbors bad mouth my mom. We politely asked for the keys and money for the work he did not perform he even start yelling louder and threatened that he will bring his son a police officer.
