The man drove us a mile down the road to our hotel, hesitated, then announced it'd be €25.50. When we, surprised, asked why, he said it was a set rate, and that we should've taken the hotel shuttle.
We really felt he was just taking advantage of us, tourists with a lot of luggage (we were moving abroad) late at night, and didn't want to fall for his trick; we tried to ask for an explanation; he got mad, and said he'd just take us back to the airport.
He instead drove crazy fast to some back, deserted part of the airport, then pulled over there and started yelling at us, asking what we meant to do, threatening to take us to the police... I wish I had said, Yes, go ahead and do that, but did not. I was afraid he'd leave us there with no way to get anywhere, tired and with all our bags and another flight to catch in five hours. Finally we decided to pay, which he made us do in advance, before he would start driving back to the hotel.
After we got back to the hotel, he dropped us on the side of the road, without going up the hill to the hotel entrance. We asked for a receipt to prove he had driven us, to show the police, but when he heard me take a photo of his license plate, he said "what did you just do?", got in his car and drive away.
DO NOT TAKE THE TAXIS AT THE BRUSSELS AIRPORT. TAKE A HOTEL SHUTTLE. They are running a scam that can only turn people off of ever coming back to or recommending Brussels.
